They initially approve the Partial Plan for the Escamun-2 sector and suspend licenses

The City Council of Les has granted initial approval, with prescriptions, to the partial urban plan for the Escamun-2 sector, by means of a Mayoral Decree dated September 7, 2026. The agreement is published in the public information notice of the Official Gazette of the Province of Lleida no. 178, dated September 17, 2026 (CVE BOP-2026_0_178_7672), and opens a one-month public consultation period. The initial approval suspends the processing of licenses and incompatible instruments within the sector’s scope.

The text occupies page 1 of notice 7672 of the BOP of Lleida and was electronically signed by the mayor-president Andreu Cortés Labrid on September 10, 2026. The planning was drafted by commission of the promoters and is submitted for public information in accordance with the applicable urban planning legislation.

The initial approval does not imply fulfillment of the requirement for documentary completion and adaptation previously issued to the promoters, which remains in effect throughout the processing. The promoters must, therefore, complete and adapt the technical documentation while the partial Plan advances in its administrative processing.

Suspension of licenses and processing

The initial approval entails the suspension of the processing of municipal instruments, projects, licenses, and authorizations incompatible with the new determinations within the scope of the Escamun-2 sector, under the terms of the Mayoral Decree.

This measure is coordinated with the suspension already agreed upon in the file for the specific Modification of the General Planning Regulations (NNSS) Escamun-2 and AA-1, so that both processes advance coherently over the same area.

Effects and enforceability

The suspension is limited to actions incompatible with the new determinations; owners and promoters of the sector may not obtain licenses or initiate processes that contradict the planning under initial approval.

The processing of the partial Plan is carried out in a separate file from that of the specific Modification of the NNSS. The enforceability of the partial Plan is subject to the entry into force of the latter modification, which acts as a prior condition.

The decision directly affects owners, developers, and license holders in the municipality of Les, who will see incompatible processing halted for the duration of the process. The public information month is the window to submit allegations before the planning continues its processing.
