Por FactBox Admin

The Lena City Council has opened the bidding process for the public domain authorization for the installation and operation of a bar counter on the occasion of the “Puerta de Asturias” livestock competition and the “Feria del Rosario” and “Feria de San Andrés 2026” livestock fairs. The opening of the procedure was ordered by the Delegated Department of Festivities, Commerce, Hospitality, and Women, and the announcement is published in the Official Gazette of the Principality of Asturias (BOPA) no. 197, dated October 13, 2026, section IV (Local Administration), with official reference 2026-08217. The service will be provided at the Livestock Market of La Pola-Lena between November 6 and 14, both inclusive.
Special Common Use Authorization in the Livestock Market
This is a public domain authorization corresponding to a special common use; that is, the utilization of a municipal public domain space for a temporary economic activity linked to the council’s fair calendar. The objective is to enable the installation and operation of a bar counter in the Livestock Market of La Pola-Lena during the nine days encompassing the “Puerta de Asturias” competition and the Rosario and San Andrés fairs of 2026.
The administrative data of the file are as follows:
- Awarding entity: Lena City Council.
- Competent body: Mayor’s Office.
- Department processing the file: General Secretariat.
- File number: 89034J.

Minimum fee of 450 euros and award by best offer
The procedure is resolved with a single evaluation criterion: the best fee offered. The minimum bidding price is set at 450.00 euros, VAT included, and a definitive guarantee is required. The contract resolution will be the responsibility of the Mayor’s Office as the competent body, within the file processed by the municipal General Secretariat.
The full conditions of the operation, the documentation required from bidders, and other obligations are detailed in the specifications document, available through the General Secretariat itself.
Eight calendar days to submit proposals
Offers must be submitted within eight calendar days following the publication of the bidding announcement in the BOPA, meaning the deadline closes around October 21, 2026. The announcement is signed in Lena on October 6, 2026, by the Councilwoman delegated to the Area of Festivals, Commerce, Hospitality and Women, with the clarification that she acts by delegation by virtue of decree 1267/2024, of September 22.
The call offers local hospitality operators a business opportunity in a venue with concentrated attendance during nine days of livestock competitions, with a low minimum expenditure and a procedure resolved exclusively by the best economic offer. The deadline, however, is short: eight calendar days from publication, so interested parties must already prepare the specifications documentation and their proposed fee.
