The Basque Competition Authority —Autoridad Vasca de la Competencia— has regulated and called for a training scholarship for the 2026/2027 academic year, intended for recent university graduates. The decision is the Resolution of September 9, 2026, by president Ainara Herce San Martin, and was published in the BOPV gazette, issue number 184, on September 25, 2026, in the “Other provisions” section, with official reference 2026/4010. The scholarship is for one single person and will be awarded through a competitive selection process.

Amount, duration, and material conditions

The total grant is 13,000 euros: 3,900 euros in 2026 and 9,100 euros in 2027.
The monthly payment is set at 1,200 euros, paid at the end of the month and included in the general Social Security regime.
The duration is a maximum of 10 months, starting no earlier than October 1, 2026, and ending no later than July 30, 2027.
Training will take place at the headquarters of the Competition Authority, 30 hours per week, from Monday to Friday.
The scholarship does not create any labor, contractual, or statutory relationship; it is of a formative nature.

Target audience

Possession of an official degree or equivalent in Law, Economics, or Business, and not more than 6 years having passed since the degree was obtained.
Having administrative residence in the Basque Autonomous Community prior to the call.
Having a certified or recognized symmetric level of at least B2 in Basque.
Those who have previously received a scholarship from the Competition Authority, those under a strict ban on receiving grants, and those in similar situations are excluded.

Applications and selection process

The application period is one month, starting from the day following its publication in the BOPV, that is, from September 26 to October 26. Processing is done electronically through the Basque Government’s electronic office.

Selection is carried out in two phases. The first phase is worth 85 points and the second 15, via a personal interview. A minimum of 20 points must be obtained in the first phase and at least 6 in the second; otherwise, the committee will leave the scholarship vacant.

Academic record: up to 30 points, based on the average grade.
Additional degrees in Law, Economics, or Business: 20 points.
Master’s or doctorate: up to 15 points, according to ECTS credits.
Training courses: up to 5 points.
Knowledge of Basque: up to 10 points (C1: 5, C2: 10).
Other languages: up to 5 points.

Deadlines, incompatibilities, and appeals

The resolution will be notified within a maximum of six months and, along with the grant amount and the beneficiary, will be published in the transparency section of the Competition Authority. An appeal for reconsideration may be filed against the resolution within one month, or a contentious-administrative appeal within two months.

The grant is incompatible with other subsidies, aids, or resources for the same purpose, as well as with any economic activity that may conflict with the duties of the Competition Authority; this incompatibility extends from the year prior to the publication of the resolution until the grant ends. The beneficiary must sign a confidentiality agreement.

The call has a clear background: the Basque Competition Council approved the Strategic Grant Plan for the 2025-2028 period on December 20, 2024, which was modified on January 29, 2026, and on the same day, it approved the Annual Grant Plan for 2026. The call is covered by the General Budgets of the Basque Country approved by Law 7/2025 of December 23, 2026.

The grants aim to provide training in the own functions of the Competition Authority, such as the processing of sanctioning proceedings and the preparation of competition promotion reports. It is an entry point for new university graduates, awarded through a competitive process given the organization’s limited resources, and has a short window for anyone interested: applications can only be submitted until October 26.
