Le Parlement wallon recrute le président du régulateur wallon de l'énergie

The Walloon Parliament has published, in the Belgian Official Gazette of October 8, 2026, a call for applications for the position of chairperson of the management committee of the Walloon Commission for Energy (CWaPE), the independent regulator of the Walloon electricity and gas market. The notice bears the reference C − 2026/007245 and appears on page 53554 of the official journal. Applications must be submitted no later than November 18, 2026.

A regulator at the heart of the Walloon energy market

In accordance with the decree of the Walloon Region of April 12, 2001, relating to the organization of the regional electricity market, it is the responsibility of the Walloon Parliament to appoint the chairperson of the management committee of the CWaPE. The regulator advises public authorities on the organization and functioning of the regional electricity and gas markets, monitors and controls the application of the corresponding decrees and orders, and organizes a conciliation and arbitration service for disputes relating to network access and technical regulations.

The CWaPE has also been entrusted with the regulation of carbon dioxide transport via pipeline in the Walloon Region. The management committee consists of the chairperson and three directors; its members are appointed by the Walloon Parliament for a term of five years, renewable once. An individual agreement between the Walloon Parliament and the chairperson determines their missions and remuneration, based on the mission letter annexed to the notice and the specific regulation of the Walloon Parliament of June 3, 2020.

Expected missions and profile

The chairperson ensures the operational management of the CWaPE together with the other members of the management committee and holds a casting vote in the event of a tie. They coordinate and supervise the directorates, evaluate the directors at least once a year, and preside over the Dispute Chamber established within the regulator. Their activities notably include:

  • ensuring market regulation and the effectiveness of the CWaPE’s actions;
  • representing the CWaPE and guaranteeing the consistency of its decisions, studies, and opinions;
  • ensuring consultation with other Belgian, foreign, and international regulators, particularly in annual reporting to the European Commission and ACER;
  • coordinating the annual activity report and supervising the secretary general, the communications manager, and the expert in management control and internal audit.

Candidates must notably:

  • enjoy civil and political rights;
  • hold a long-cycle higher education degree or a second-cycle university degree;
  • justify at least five years of experience in the field of electricity and gas or in network markets such as telecommunications, railways, or postal services;
  • have a minimum of five years of experience representing an institution to the outside world, as well as an additional five years in team management and negotiation;
  • have experience in steering management bodies;
  • provide a curriculum vitae, a criminal record extract less than three months old, and a sworn statement regarding conflicts of interest;
  • not reach the age of 65 within the year following the submission of the application and be domiciled within the European Union.

Jury, remuneration and resources

The selection jury assigns to each candidate the mention “particularly suitable for the position”, “suitable for the position” or “not suitable for the position”. It is composed of the Director General of Recruitment & Development of the SPF BOSA or their delegate, three members of the academic staff of a university proposed by the same service, and a president or member who has held a high-level position in the European civil service. The Walloon Parliament appoints the president from among the candidates deemed suitable, taking into account their complementarity with the other members of the management committee.

The remuneration provided for by the regulations of the Walloon Parliament of June 3, 2020, includes:

  • a gross annual salary of 152,395.19 euros for five years of experience and 175,509.14 euros for fifteen years of experience, hypothetical amounts indexed as of September 1, 2026;
  • a holiday allowance and a year-end bonus;
  • related benefits, including group insurance, a company car, and meal vouchers.

The annual endowment of the CWaPE amounts to 9,638,000 euros for the year 2026, an amount adjusted annually to the consumer price index. As of September 1, 2026, the regulator’s workforce consisted of 50 people. The Walloon Parliament approves the management committee’s roadmap within six months following the appointment of the president.

A high-stakes appointment for Wallonia

Applications must be submitted exclusively via the website www.travaillerpour.be, as no applications by fax or email will be accepted; further information can be obtained from the clerk of the Walloon Parliament. The appointment of the future president will take place at a pivotal moment for the Walloon Region, where the regulator must simultaneously oversee the electricity and gas markets, arbitrate network access disputes, and supervise the transport of CO2 via pipeline. The choice of the Walloon Parliament will therefore determine, for five years, the direction of Walloon energy regulation and the protection of consumers against market players.
