León subsidizes chlorine and pH measurement equipment for small town halls
Por FactBox Admin

The Provincial Council of León has modified the third and ninth clauses of the 2026 call for grants aimed at municipalities in the province with fewer than 20,000 inhabitants to acquire chlorine and pH measurement equipment with communication systems, applied to the treatment of water for human consumption. The agreement of the Governing Board, adopted in the session of October 23, 2026, is published in the Official Gazette of the Province of León number 211, of Friday, November 6, 2026, with the official reference BOP-LE-2026-211002.
The extract is disseminated under articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17, and the full text of the call can be consulted in the National Grants Database, where it appears with the identification BDNS 900395. The call is processed under a competitive bidding regime and aims to finance the purchase of analytical control instruments in the smaller municipalities of the province, those with less technical and budgetary capacity to assume such an investment on their own.
Available credit and budgetary application
The new wording of the third clause specifies the funding with which the grants will be addressed:
- Total amount: 184,137.70 euros.
- Budgetary application: 304 17045 76200 of the 2026 fiscal year budget.
- Associated annualities and credit retentions: A: 220260011139 and RC: 220260032221.
- Condition of effectiveness: the resolution is subject to the existence of adequate and sufficient credit in said application.
The grants will therefore be awarded from the Council’s ordinary budget for this fiscal year, without the modification expanding the object of the call or adding new expenditure lines: it is limited to establishing in writing the allocation and its accounting fit.
The Governing Board assumes the resolution
The ninth clause, relating to the criteria, the awarding procedure, and the resolution, now establishes that the award will comply with the provisions of article 12 of the General Grants Order and the fourth clause of the general bases. The essential change is the body called to resolve:
- Competence: the Governing Board, by delegation of the president.
- Basis of the delegation: Decree number 10,343, of September 13, 2023, published in the annex to BOP number 146/2025, of August 5.
- Reason for the change: the call does not extend its economic effects to subsequent fiscal years and its amount exceeds 150,000 euros, a threshold that shifts competence toward the collegiate body.
The agreement is recorded in the minutes of the Governing Board session of October 23, 2026, and is understood to be adopted by the president of the Provincial Council in their capacity as the holder of the original competence. The document appears signed in León on October 23, 2026, by the delegated deputy for Ecological Transition, by virtue of Resolution number 9827, of July 31, 2025.
Competitive bidding and publicity
As this is a competitive bidding call, interested city councils must apply with an equipment acquisition project and submit to the valuation criteria already established in the guidelines, which remain unchanged by this modification. The second point of the agreement orders the modification to be sent to the National Grants Database, in accordance with article 20.8.b of Law 38/2003, so that information regarding the call and future award resolutions remains accessible electronically.
The publication in the provincial bulletin and the submission to the state database thus complete the processing of an adjustment that affects virtually all Leonese municipalities, as the majority of them fall below the threshold of 20,000 inhabitants set as a requirement for beneficiaries.
Sanitary control in municipal hands
The provision of chlorine and pH measurement equipment with a communication system directly impacts the sanitary control of the water drunk by the residents of the province’s villages. With 184,137.70 euros in credit and a resolution assumed by the Governing Board, the Provincial Council reinforces the framework with which small city councils manage the monitoring of water potability in their distribution networks.
