León provisionally approves waste tax and opens period for objections

The Plenary of the City Council of León, in an ordinary session held on October 28, 2026, agreed to establish the fee for the provision of urban solid waste collection, transport, and treatment services and the provisional approval of the fiscal ordinance regulating it. The agreement is published in the Official Gazette of the Province of León no. 206, dated October 29, 2026, in the announcement with reference BOP-LE-2026-206007, which opens a public information period of 30 business days.

Provisional Approval in the Plenary

The file is subject to public information in compliance with Article 17.2 of Legislative Royal Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries. The announcement is signed by the Mayor, P.D., Vicente Canuria Atienza, in León, on October 28, 2026.

The published text includes two linked agreements: the establishment of the new municipal fee for waste collection, transport, and treatment services and, consequently, the provisional approval of the Fiscal Ordinance that develops it. Thirty Business Days for Allegations

The public information period is 30 business days and is counted from the day following the insertion of the announcement in the Official Gazette of the Province of León. During this period, interested parties may examine the file and submit any claims they deem appropriate.

• Effect: if no claims are submitted after the period has elapsed, the agreement will be considered definitively approved.

The file may be examined at the offices of the Treasury of the City Council of León, located at Ordoño II Avenue, number 10, 2nd floor, in the city of León, on business days from Monday to Friday and from 9:00 to 14:00 hours.

Additionally, it is available on the notice board of the Municipal Electronic Office (https://sede.aytoleon.es), in the “files in public information period” section, and through the electronic paging address enabled by the City Council of León on that same website.

Procedure Prior to Entry into Force

The definitive approval of the ordinance will occur, if applicable, once the public exhibition period has closed, so the fee is not yet in force solely by the publication of this announcement. The text is part of the municipal announcements of the provincial gazette, in Section I, corresponding to local administration.

The new tax measure affects all users of the capital’s municipal waste service, from households to commercial and catering establishments; therefore, the appeals period is the formal channel available to residents, companies, and collectives to challenge the ordinance before its final approval. Those wishing to review the file have 30 business days from October 30 to do so and submit their claims to the León City Council.
