León abre información pública al expediente 20/2026 de créditos extraordinarios

The Plenary of the León City Council, in an ordinary session held on October 28, 2026, initially approved file 20/2026 for the modification of credits, in the form of extraordinary credits and credit supplements, in the General Budget of the León City Council for the 2026 Fiscal Year. The agreement is published in the Official Gazette of the Province of León no. 209, dated November 4, 2026, with the official reference BOP-LE-2026-209005, and opens a period of fifteen business days to submit claims.

The public exhibition is agreed upon in accordance with the provisions of Article 177.2 of Royal Legislative Decree 2/2004, which approves the current Recast Text of the Law Regulating Local Treasuries, in relation to Article 169.1 of said legal text. This is the ordinary channel for adjusting municipal accounts once the fiscal year has begun.

The announcement published in the provincial gazette does not detail the global amount or the specific budgetary applications of file 20/2026; these data appear in the administrative file, which is exhibited alongside the adopted agreements. The document does identify the deciding body (Plenary of the León City Council), the type of adjustment (extraordinary credits and credit supplements), and the affected fiscal year (2026).

Fifteen business days and where to consult the file

The period to examine the documentation and submit claims to the City Council Plenary is fifteen business days, counted from the day following the publication of the announcement, that is, from November 5, 2026. The conditions of the procedure are as follows:

  • Any interested party may consult the approved file and the adopted agreements during this period.
  • In-person consultation takes place at the offices of the Municipal Comptroller, 3rd floor of the administrative building of the León City Council, avenida de Ordoño II, no. 10, during working hours from 9:00 to 14:00, Monday to Friday.
  • The documentation is also available on the notice board of the municipal electronic office (https://sede.aytoleon.es), in the section “files in public information period.”
  • Claims must be addressed to the City Council Plenary.

If no claim is submitted, the agreements will be considered definitively approved without the need for a new plenary agreement. If there are any, the Plenary has a period of one month to resolve them.

Two credit modifications already closed this fiscal year

File 20/2026 is the third relevant budgetary movement of the León City Council this autumn. The previous two followed the same procedure and have already been resolved:

  • File 17/2026, also regarding extraordinary credits and credit supplements, was initially approved in the Plenary session on September 25, 2026, and became final as no claims were registered, with an amount of 434,173.19 euros. It was financed through expenditure credit reductions, including 381,173.19 euros from the city action plan, and included a supplement of 381,173.19 euros for the Sociedad Mixta de Aguas de León, S.L. for the tariff subsidy.
  • File 18/2026, processed as credit transfers, was also initially approved on September 25, 2026, and became final via article 169.1 of the Law Regulating Local Treasuries.

The announcement of file 20/2026 is signed in León on October 30, 2026, by the mayor, P.D., Vicente Canuria Atienza, and is published on page 14 of the provincial bulletin, within the local administration section.

Impact for taxpayers

The modification affects the General Budget of the City Council of León for the 2026 Fiscal Year, meaning the destination of municipal public revenues and the council’s spending capacity in the final stretch of the year. The public information process is the last opportunity for residents, entities, and affected parties to challenge the items before the adjustment becomes final; once the deadline passes without allegations, the modification is closed without further plenary debate and with direct effects on the municipal accounts.
