Laxe approves the regulation of its Child Care Point

The Laxe City Council has definitively approved the operating regulations for the Childcare Attention Point (PAI) service, a municipal daytime care resource aimed at the child population up to three years of age. The regulation, signed by Mayor Francisco Charlín Oróns, was published in full in the Official Gazette of the Province of A Coruña number 170, dated September 7, 2026, under announcement number 2026/5755.

The Plenary of the Corporation, in an extraordinary session on July 15, 2026, had agreed to initially approve the text. After the 30-day public exhibition period passed without objections, it was considered definitively approved and is published in accordance with article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

A service of 20 places for children from 0 to 3 years

The PAI has a maximum capacity of 20 places and serves boys and girls with a minimum age of three months who have not reached three years of age before December 31 of the year of application. The center remains open eleven months a year, except for the month of August, and offers a schedule from 7:30 to 15:30 hours, Monday to Friday, with a maximum of eight hours of daily stay.

The service does not have a dining hall or extended hours, therefore families must provide the children’s food daily. Two types of schedules are offered:

  • Full day: between 5 and 8 hours daily.
  • Half day: between 3 and 4 hours daily.

Gratuitousness and admission procedure

The City Council promotes free educational care for 11 months a year, with a subsidizable period between September 1 and July 31. The pricing regime refers to Decree 49/2012, of January 19, and the update of the Resolution of the Galician Agency for Social Services of May 10, 2017, applying reductions and exemptions based on family income.

Admission prioritizes children registered in the Laxe City Council, followed by those whose parents work within the municipal term and, finally, those registered in other councils. There are also urgent admissions for minors under the guardianship of the Xunta de Galicia and children of women victims of gender-based violence. The ordinary application period will be between March 1 and March 31 of each year.

Organization, personnel, and entry into force

The center will have a Scoring, Monitoring, and Control Commission and an Educational Commission, and must comply with the ratios of Decree 329/2005, of July 28, with a maximum proportion of one adult per twenty minors. Direct care personnel must hold a degree as a specialist teacher in early childhood education, a higher technician in early childhood education, or equivalent.

The regulation shall enter into force once it has been published in full in the official bulletin and after the period of fifteen business days provided for in Article 65.2 of Law 7/1985 has elapsed. No administrative appeal may be filed against this provision, which may be challenged directly before the contentious-administrative jurisdiction within a period of two months.

The regulation provides legal certainty to families using a key service for the reconciliation of personal, family, and work life in a coastal municipality, and consolidates the municipal commitment to early childhood education from 0 to 3 years under conditions of gratuity and equal access.
