The Official Gazette of the Historical Territory of Álava of Friday, November 6, 2026 (no. 128) publishes the announcement of October 21, 2026, from the Territorial Delegation of Industry, Energy Transition and Sustainability of Álava, by which the applications for prior administrative authorization, administrative construction authorization, and environmental impact statement for the photovoltaic plants “Lovaina Solar” and “Zaramaga FV” in the municipality of Vitoria-Gasteiz, as well as their associated infrastructures, are submitted for public information. The announcement is accompanied by environmental regulations: Law 21/2013, of December 9, on environmental assessment, and Law 10/2021, of December 9, on Environmental Administration of Euskadi. The prior and construction authorizations correspond to the Territorial Delegation of Industrial Administration of Álava, and the process is carried out jointly with the public information of the environmental impact study for both projects, in accordance with Article 36 of Law 21/2013.

Where to consult and how to appeal

The documentation for both projects can be examined at the Territorial Delegation of Industrial Administration of Álava, at Samaniego street number 2 in Vitoria-Gasteiz, and on the website www.euskadi.eus, in the Public Information section for Energy and Mining Projects.

Allegations must be submitted within a period of 30 business days starting from the publication of the announcement, which bears the signature of the territorial delegate Javier Aizpuru Ochoa de Eribe.

Impact for the residents of the Alavese capital

The two projects total 9.6 MWn of power and nearly 16 hectares of affected surface area on land within the municipality of Vitoria-Gasteiz, with a shared evacuation infrastructure of more than five kilometers that crosses several sectioning centers. The open period allows residents, landowners, and environmental groups to influence both the technical conditions of the authorizations and the content of the joint environmental impact study before the Administration reaches a resolution.
