Álava reparte 2,57 millones entre doce municipios para rehabilitar vivienda social

The Provincial Government Council of Álava approved on October 13, 2026, the granting of 2,568,964.61 euros in subsidies to rehabilitate housing intended for social and/or protected rental, according to Agreement 664/2026, published in BOTHA number 121, of October 21, 2026. The resolution closes line c) of the 2026 call and distributes the funds among twelve local entities of the Historical Territory of Álava. The committed amount is equivalent to 64.2% of the initial balance of four million euros planned for this line.

Provincial Decree 12/2026 and competitive bidding

The call derives from Provincial Decree 12/2026, of March 31, which established the general bases for subsidies to local entities to acquire and rehabilitate housing for social and protected rental and for youth emancipation, published in BOTHA number 40, of April 8, 2026. The call was approved by Agreement 242/2026, of April 21, and published in BOTHA number 49, of April 29, 2026.

The call includes three eligible lines:

  • Acquisition of housing for social and/or protected rental, always with public intermediation.
  • Rehabilitation of housing and endowment accommodations for youth emancipation under a rental regime.
  • Rehabilitation of housing for social and/or protected rental, with public intermediation.

The resolved line is the third, assigned through competitive bidding. The valuation commission examined the applications and issued the minutes on September 9, 2026. Since the amount requested was lower than the maximum for the line, it was not necessary to apply the order of priority, and all admissible applications were fully subsidized.

Twelve beneficiaries and three rejections

The beneficiary entities and their amounts are:

  • City Council of Asparrena: 672,000.00 euros.
  • City Council of Artziniega: 960,000.00 euros.
  • City Council of Lanciego: 288,000.00 euros.
  • Administrative Board of Villanueva de Valdegovia: 96,000.00 euros.
  • City Council of Okondo: 86,934.60 euros.
  • Administrative Board of Berguenda: 70,828.80 euros.
  • Administrative Board of Tuesta: 62,689.20 euros.
  • City Council of Añana: 50,971.50 euros.
  • Administrative Board of Espejo: 252,720.00 euros.
  • Administrative Board of Villanueva de Valdegovia (second file): 15,801.92 euros.
  • City Council of Kuartango: 11,167.29 euros.
  • City Council of Kuartango (second file): 1,851.30 euros.

The subsidized percentages range between 75% and 85% of the eligible budget. Three applications were rejected: Labastida City Council, because the proposed rehabilitation does not result in any rentable housing; Laguardia City Council, because the entity is neither the owner nor the holder of usage rights over the housing; and Azazeta Administrative Board, for failing to request the municipal building permit within the deadline.

Payments in three installments and 24 months of construction

Payment is structured in three installments: 50% following the resolution and the submission of the building permit, before December 31, 2026; 25% upon justification of the first installment, no earlier than January 1, 2027; and the remaining 25% upon justification of the total expenditure. The works must be executed within a period of 24 months from the publication of the resolution, and the justification account shall be submitted in the month following completion.

The expenditure is charged to item 10202. G/920102/76290115 “Pact for the Right to Housing” of the 2026 budget of the Provincial Council of Álava. The resolution is final in administrative proceedings and may be appealed for reversal within one month or before the Contentious-Administrative Court of Vitoria-Gasteiz within two months. It is signed by the General Deputy, Ramiro González Vicente, the provincial deputy for Territorial Balance and Land Use Planning, Laura Pérez Borinaga, and the director of Territorial Balance, Javier Gorbeña García.

The distribution mobilizes public works in small municipalities and administrative boards, many of which have limited technical and investment capacity, and activates protected rental housing in the rural areas of Álava. Furthermore, the resolution leaves a margin of 1.43 million unassigned in this line, a remainder that remains available for future calls.
