Álava relanza la licitación de licencias Autodesk por 482.958 euros

The Foral Government Council of the Provincial Council of Álava has declared void the open procedure for the renewal of the subscription and maintenance of Autodesk licenses and, immediately following, has approved a new procurement file for the same purpose with a base tender budget of 482,958.63 euros, VAT included. The decision is recorded in agreements 670/2026 and 671/2026, both dated October 20, published in the Official Gazette of the Historical Territory of Álava number 124, corresponding to Wednesday, October 28, 2026 (official reference 2026-03015). The new contract will cover the period between January 23, 2027, and January 22, 2030.

A second attempt with 402 euros more in budget

Agreement 670/2026, dated October 20, of the Foral Government Council, is limited to declaring void the open procedure convened for the renewal of the subscription and maintenance of the foral institution’s Autodesk licenses. The previous file, processed through the same open procedure channel, appeared in the Official Gazette of the Historical Territory of Álava number 103, dated September 9, 2026, where it was recorded as agreement 557/2026, dated September 1, with a base tender budget of 482,556.31 euros and an identical execution period, from January 23, 2027, to January 22, 2030.

The new approved amount, 482,958.63 euros, exceeds the figure of the void tender by 402.32 euros, a minimal adjustment on a contract of nearly half a million euros. The processing is again proposed via open procedure, meaning the concurrence of any interested operator who meets the solvency requirements.

Three years of validity and processing through Employment

The contract falls under the Department of Employment, Trade, Tourism and Foral Administration, whose area promotes the files for license renewal and software support for the Provincial Council. The essential elements of the file are as follows:

  • Object: renewal of the subscription and maintenance of Autodesk products for the Provincial Council of Álava.
  • Procedure: open.
  • Base tender budget: 482,958.63 euros, VAT included.
  • Execution period: from January 23, 2027, to January 22, 2030, three full fiscal years.
  • Approving body: Foral Government Council, in an ordinary session on October 20, 2026.
  • Approval agreement: 671/2026, following the declaration of void in 670/2026.

The calendar is not accidental: the start of the term, January 23, 2027, links with the expiration of the period covered by the previous contract, so the institution needs to award and formalize the new contract before that date to avoid a lapse in the availability of the licenses.

A session with several technological contracts

The decision regarding Autodesk was not the only technology-related one approved in the same ordinary session of the Foral Government Council. In the same block of agreements from the Department of Employment, Commerce, Tourism, and Foral Administration, the following are listed:

  • Agreement 669/2026, which awards Estudios Mega SL the contract for the subscription, implementation, and maintenance of operational management and internal service request software, for 139,903.57 euros including VAT and a duration of eight months.
  • Agreement 672/2026, which awards Abast Systems & Solutions SL the support and maintenance service for the Provincial Council’s Oracle licenses, for 471,658 euros including VAT, with execution from January 1, 2027, to December 31, 2028.

Both awardees are identified by name and corporate reason, while the Autodesk file remains in the bidding phase, with no awardee designated at the time of publication.

Impact for the ICT sector

The relaunch opens a business window for distributors and IT service companies accredited in Autodesk solutions, who will have a new deadline to compete for a three-year contract worth nearly half a million euros following the failure of the first call. The immediate precedent, the void tender in September, suggests that the foral institution has chosen to maintain the object and execution period without substantial changes and only adjust the amount, meaning that solvency conditions and the technical requirements of the specifications will be decisive in ensuring this second attempt does not end with the same result.
