Por FactBox Admin

The Provincial Court of Álava has made public the provisional list of jury candidates for the period between January 1, 2027, and December 31, 2028, consisting of 300 people residing in 34 municipalities of the territory. The list is published in the Official Gazette of the Historical Territory of Álava number 120, dated October 19, 2026, within section IV, Administration of Justice, under the official reference 2026-02814. The announcement was signed in Vitoria-Gasteiz, on October 1, 2026, by the Justice Administration lawyer Juan Luis Sanchón Martínez.
The publication concludes the selection process opened this autumn and is supported by article 13.2 of Organic Law 5/1995, of May 22, on the Jury Court, as well as Royal Decree 1398/1995, of August 4, Royal Decree 2067/1996, of September 13, and Royal Decree 1271/2012, of August 31. The previous step was the public draw convened by the Provincial Delegation of the Electoral Census Office in the Official Gazette of the Historical Territory of Álava number 100, dated September 2, 2026, which set the appointment for 11:00 AM on September 22 in Courtroom number 1 of the Provincial Court, at Avenida Gasteiz, 18, in Vitoria-Gasteiz.
The list occupies six pages of the issue and is ordered by municipality code, from lowest to highest, with individuals grouped by town of residence. The list is provisional and its validity is for two full years, meaning it will be the basis upon which citizen participation in jury courts is organized throughout the biennium.
300 candidates with a very uneven distribution
The count of the published list confirms that the capital concentrates the vast majority of the candidates, in line with its demographic weight, while about twenty municipalities provide a single name:
- Vitoria-Gasteiz: 226 candidates (75.3% of the total).
- Laudio/Llodio: 17.
- Amurrio: 10.
- Agurain/Salvatierra: 4.
- Ayala/Aiara, Oyón-Oion, and Iruña Oka/Iruña de Oca: 3 each.
- Alegría-Dulantzi, Artziniega, Zigoitia, Laguardia, Ribera Baja/Erriberabeitia, Legutio, and Zuia: 2 each.
- With a single candidate appear Aramaio, Arratzua-Ubarrundia, Asparrena, Barrundia, Berantevilla, Campezo/Kanpezu, Kuartango, Elciego, Iruraiz-Gauna, Labastida/Bastida, Lapuebla de Labarca, Arraia-Maeztu, Okondo, Erriberagoitia/Ribera Alta, San Millán/Donemiliaga, Urkabustaiz, Valdegovía/Gaubea, Villabuena de Álava/Eskuernaga, Zambrana, and Lantarón.
How each person is identified
Each line of the list incorporates the official municipal code, its name, a seven-digit order number, the two surnames and the first name of the candidate, as well as the national identity document with the central digits hidden. The format allows for the location of each resident without fully revealing their identification, in accordance with personal data protection.
As an example, the list begins with the two candidates from Alegría-Dulantzi (numbers 0000483 and 0001338) and the ten from Amurrio (0002192 to 0009879), and closes with the sole candidate from Lantarón, with order number 0255885. In between, the Vitoria-Gasteiz block extends from number 0057714 to 0249906, with 226 consecutive records.
From the September draw to the judicial summons
The list arrives after the Electoral Census Office held the draw at the headquarters of the Alavese Court, a public act that resulted in the now-published list. The call for that draw was announced three weeks in advance in issue number 100 of the provincial bulletin, dated September 2, and detailed the exact date, time, and place of the event.
The publication of the provisional list opens the final phase of the procedure: the definitive list will be the one governing during 2027 and 2028 and the one determining which residents of the province may be called to be part of a jury tribunal during that period.
Impact for residents
Appearing on this list means that the person may be summoned to intervene in a jury trial over the next two years, a civic obligation affecting 300 residents in the province and extending to municipalities in all regions, from Laudio/Llodio to Lantarón. Furthermore, publication in the official bulletin is the means by which any interested party can check if their name appears in the census and under what terms, given that the list is disseminated in full and with free access.
