Álava insta a la Diputación a estudiar la recogida domiciliaria de amianto

The General Assemblies of Álava approved Motion 71/2026 in the plenary session of October 14, 2026, urging the Provincial Council of Álava to prepare a study within three months to complete the plan for the home collection of domestic asbestos. The agreement is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 124, dated October 28, 2026, in section I, under reference 2026_124_03007.

The mandate: three months and a prior study

The approved text, signed in Vitoria-Gasteiz on October 14, 2026, by the president of the Chamber, Irma Basterra Ugarriza, establishes that the provincial institution must carry out this study “to complete the plan for the home collection of domestic asbestos.” The document sets the execution framework for the service and is not limited to a statement of intent: it conditions the provision of the service to a specific management model.

The motion is structured into three mandate points directed at the provincial Government, covering everything from the technical design of the service to its public communication.

Only certified companies registered in the RERA

The first point requires that the collection be “executed exclusively by companies certified and registered in the Registry of Companies with Asbestos Risk (RERA).” This condition is accompanied by two technical requirements:

  • Total traceability of waste assimilable to domestic waste with non-friable asbestos.
  • Coverage of the complete route, “from the residential point of origin to its final secure disposal.”

The document identifies the waste stream with LER code 170605*, the European coding corresponding to construction materials containing asbestos. The motion further demands that the plan be inspired “by successful European actions and guidelines applied in our environment.”

Coordination with cuadrillas and local entities

The second point urges the Provincial Council to “support, collaborate, and coordinate with the cuadrillas and local entities to guarantee safe domestic collection” in the historical territory. The Alavese cuadrillas, as regional administrations, are thus incorporated into the operational design of the service alongside the city councils.

The third point adds a disclosure obligation: the provincial institution must collaborate in the “advertising, dissemination, and awareness among local entities and citizens” of the asbestos waste management protocol, including information on home collection, transport, and management of waste containing this material.

Municipal precedent and calendar

Municipal concern over the cost of removal has already left a mark in the same bulletin. The Iruña de Oca City Council published on August 14, 2026, in BOTHA number 92, the subsidy guidelines for asbestos removal by an authorized company in repair or replacement works of said material, with a total allocation of 25,000 euros, a 50 percent subsidized cost, and a maximum of 2,500 euros per action (identifier BDNS 923685). The application deadline for this call ends on December 1, 2026.

The mandate approved by the General Assemblies does not quantify the cost of the future service nor does it set any budget allocation; it is limited to ordering the study and defining the conditions of provision. It also does not detail the number of affected municipalities or homes.

Impact for the citizenry

The agreement arrives with a defined calendar: if the three-month period is counted from the plenary session of October 14, 2026, the study should be completed by mid-January 2027. For owners of homes with materials containing asbestos, the text opens the way to a regulated home service, with approved operators and documentation of the waste’s journey to its final destination, instead of removal without administrative control.
