Álava allocates 6.3 million to the care of unaccompanied minors.

The Provincial Council of Álava has ordered the publication in the Official Gazette of the Historic Territory of Álava (BOTHA) of the collaboration agreements signed by the Provincial Institute of Social Welfare for child care: the residential care programme for unaccompanied foreign minors managed by the Obarburu Foundation for Social Assistance will receive 6,357,431.46 euros in 2026, while the Hazaldi shelter and emergency centre receives 935,740.53 euros. The publication is formalized by means of Resolution 3667/2026, of 16 July, of the Directorate of Governance, inserted in issue 91 of BOTHA, of 12 August 2026.

The resolution, signed in Vitoria-Gasteiz on 17 July by the director of Governance, Miren Zabala Basterrechea, orders the publication of the summaries of a dozen agreements signed between January and July 2026 by different provincial departments with associations and organisations. The publication is based on Articles 47 and following of Law 40/2015, of 1 October, on the Legal Regime of the Public Sector, on Article 51 of Provincial Regulation 10/2023, of 15 March, on the government, organisation and legal regime of the Provincial Council of Álava, and on Provincial Decrees 129/1993, 95/1996 and 53/1997 of the Council of Deputies.

The largest allocation: care for unaccompanied minors

The largest allocation in this issue corresponds to the amendment, signed on 28 May 2026, to the agreement for the management of the residential care programme for unaccompanied foreign minors. Signed on behalf of the provincial institution by Gorka Urtaran Agirre, Provincial Deputy for Social Policies and Chairman of the Board of Directors of the Provincial Institute of Social Welfare, and on behalf of the entity by Francisco Javier Larrañaga Aretxederra, member of the Board of Trustees and authorized representative of the Obarburu Foundation for Social Assistance.

• 2025 funding: 5,464,627.04 euros.
• 2026 funding: 6,357,431.46 euros.
• Validity: until 31 December 2026; no extension is contemplated.

The Hazaldi emergency centre

The same provincial body maintains the agreement, signed on 30 January 2026, for the management of the Hazaldi shelter and emergency centre, intended for the custody of children who lack an appropriate family situation.

• Funding: 935,740.53 euros.
• Validity: until 30 June 2026; no extension is contemplated.

The rest of the provincial social network

The same resolution publishes five other agreements from the Provincial Institute of Social Welfare with third-sector entities, all in force until 31 December 2026:

• Federación Vicente Abreu (president, María Emma Muro Ruiz de Osma): 80,957.00 euros for premises housing the registered office of social services associations.
• Spanish Red Cross (president of the Assembly in Álava, Jesús Cantero Martínez): 53,863.00 euros for coordinating rural and local social actions.
• Diocesan Caritas of Vitoria (director, Jaime Tapia Parreño): 234,373.00 euros for a social inclusion program.
• ASAFES (president, Elena Ortiz de Zárate Grisaleña): 74,672.95 euros for the supported employment integration program (P.I.L.A.) and 65,275.00 euros for social promotion and participation activities.

Employment, commerce and training agreements

The resolution also includes the agreements signed by the Department of Employment, Commerce, Tourism and Provincial Administration, headed by Cristina González Calvar:

• Santa María la Real Historical Heritage Foundation: 110,450.00 euros (fiscal years 2026 and 2027) for employment promotion actions.
• Official Chamber of Commerce and Industry of Álava (president, Gregorio Rojo García): 22,550.00 euros for the Araba Commercial School, 46,125.00 euros for the early warning program, 20,039.00 euros for succession in the services sector and 5,125.00 euros for Visual Sariak.
• APILL (president, Iñaki Vivanco Ibañez): 37,710.00 euros.
• IKASLAN ARABA (president, Iñaki Armentia Basterra): 17,681.00 euros.

The publication of these summaries safeguards the transparency of provincial cooperation with the entities that sustain Álava’s child protection system. The nearly 7.3 million euros that the resolution’s two child welfare allocations (residential care and emergency center) add up to consolidate the agreement with the Obarburu Foundation as the largest social investment in the 12 August BOTHA edition, at a time when the regional system for receiving unaccompanied minors faces sustained pressure.
