Álava announces six CAP exams in 2027 with two hundred places per test
Por FactBox Admin

The Provincial Council of Álava has approved the 2027 call for the examinations to obtain the Certificate of Professional Competence (CAP), the initial qualification accreditation required for those who drive trucks and buses. The decision is formalized in Resolution 5469/2026, of October 28, published by the Director of Mobility and Transport, Patricia Pérez Aguirre, in the Official Gazette of the Historical Territory of Álava (BOTHA) number 128, of November 6, 2026, with the official reference 2026-03127. The text establishes the calendar, the regulatory bases, and the composition of the tribunal.
Regulatory framework and provincial competence
Royal Decree 284/2021, of April 20, which regulates the initial qualification and continuous training of drivers of vehicles intended for road transport, requires those holding licenses in categories C1, C1+E, C, C+E, D1, D1+E, D, and D+E to obtain the CAP to be able to circulate on Spanish public roads with vehicles from companies established in any Member State of the European Union. The regulation transposes Directive 2003/59/EC and Directive (EU) 2018/645.
The organization of the tests corresponds to the competent bodies for issuing authorizations for the discretionary public transport of passengers and goods. In Álava, this competence lies with the Provincial Council, in accordance with Organic Law 5/1987, of July 30, and Provincial Decree 152/2023, of June 30. Article 18 of Provincial Decree 47/2019, of October 22, expressly attributes the calling of exams and the publication of results to the Director of Mobility and Transport.
The immediate precedent is the 2026 call, approved by Resolution 6317/2025, of November 19, whose calendar also provided for six annual tests.
Six calls between February and November
The tests will be held at the headquarters of the National University of Distance Education (UNED) in Vitoria-Gasteiz, at 2 Pedro Asúa Street. The goods transport exams will begin at 8:30 AM and the passenger transport exams at 11:15 AM. The scheduled dates are:
- First call: Friday, February 5, 2027.
- Second call: Friday, March 19, 2027.
- Third call: Friday, May 21, 2027.
- Fourth call: Friday, July 23, 2027.
- Fifth call: Friday, September 24, 2027.
- Sixth call: Friday, November 26, 2027.
Each call is open to categories D1, D1+E, D, and D+E as well as C1, C1+E, C, and C+E. Due to the capacity of the facilities, a maximum of 200 applications per call will be admitted, in order of registration.
Electronic registration and requirements
Applications shall be submitted solely through the electronic office of the Ministry of Transport, Mobility and Urban Agenda (sede.mitma.gob.es), with enabled links at www.araba.eus. The registration periods are:
- First: from December 30, 2026 to January 21, 2027.
- Second: from February 12 to March 4, 2027.
- Third: from April 15 to May 6, 2027.
- Fourth: from June 18 to July 8, 2027.
- Fifth: from August 20 to September 9, 2027.
- Sixth: from October 21 to November 11, 2027.
Applicants must have completed the mandatory courses, whether ordinary or accelerated, within a period not exceeding one year, which shall be accredited via electronic communication from the CAP company to the competent body. They must also pay the examination fee set forth in the current Foral Budget Execution Regulation; payment at the banking entity does not replace the electronic submission of the application. Those listed as excluded or who do not appear on the provisional lists will have five business days to appeal or rectify.
Correction, tribunal and appeals
The exam will adhere to the content of RD 284/2021 and will last no less than two hours. Each correct answer is valued at 1 point and each error penalizes 0.5 points; unanswered questions or those with more than one answer do not score. Half of the total possible points are required to pass.
The tribunal will be the same for all tests and will be composed of:
- Titular President: Carlos Fernández de Betoño Hernández.
- Titular Secretary: Xabier Eguia Pinedo.
- Titular Members: Elsa Arregui Galarza, María Carrera Aranberri and Alicia Cuadrado Zubizarreta.
- Substitute President: Xabier Eguia Pinedo.
- Substitute Secretary: Juan Antonio Bernardo Prada.
- Substitute Members: Nerea García González, Manuel Alonso Gago and Begoña Muñoz Valiño.
Provisional results will be published at www.araba.eus, with five business days for appeals, and the final results will be approved by resolution of the Director of Mobility and Transport. An administrative appeal (recurso de alzada) may be filed against the call resolution before the Foral Deputy for Sustainable Mobility and Road Infrastructure within one month.
The call sets the calendar for professional transport in Álava for all of 2027: those aspiring to drive trucks or buses must pass one of the six tests, limited to 200 applicants each, and those already working in the sector also face the continuous training derived from the same European regulations.
