Álava opens call for free appointment for the head of Taxpayer Relations

The Provincial Council of Álava has announced a vacancy via the free appointment system for the position of Head of the Taxpayer Relations Service, code 1109.001, within the Treasury Directorate. The call is formalized through Provincial Order 452/2026, dated September 15, published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 112, dated September 30, 2026, with official reference 2026-02746. The position is reserved for career civil servants of the Basque Public Administrations.

The order stems from the existing vacancy in that position of the Treasury Directorate and is based on Article 94.2 of Law 11/2022, of December 1, on Basque Public Employment, which refers to the job position lists to determine the method of provision, through competition and free appointment systems. The current job position list of the Provincial Council of Álava specifically establishes free appointment for this leadership role and its coverage by career civil servants of the Basque Public Administrations.

The file incorporates economic-regulatory report number 240 from the Intervention and Control Service, in accordance with the provincial regulation for the execution of the Budget of the Historical Territory of Álava, and is issued under Provincial Decree 154/1993, of July 30, regarding powers in matters of Public Service, and Provincial Decree 29/2025, of July 29, regarding the organic structure of the Department of Employment, Trade, Tourism and Provincial Administration. The resolution bears the signature of Cristina González Calvar, First Deputy General Deputy and Provincial Deputy for Employment, Trade, Tourism and Provincial Administration.

Requirements and submission of applications

Those who hold the status of career civil servant of the Basque Public Administrations, belong to group A - subgroup A1 of qualification and to the General or Special Administration Scale or equivalent, in accordance with Basque Government Decree 208/1990, of July 30, may apply.

Applications shall be addressed to the First Lieutenant of the General Deputy and Provincial Deputy for Employment, Trade, Tourism, and Provincial Administration and shall be submitted to the General Registry of the Provincial Council of Álava or through any of the means specified in Article 16.4 of Law 39/2015, of October 1. The deadline is fifteen business days starting from the day following the publication of the announcement in the Official Gazette of the Basque Country.

The application must state academic degrees, job positions held in the Public Administration and in private companies, studies and courses completed, and language skills, in addition to any other merits deemed appropriate, along with the corresponding supporting documentation.

Selection, resolution, and appeal

The technical body for the filling of positions will draw up a list of persons who prove the competencies required by the job description and will propose to the First Lieutenant of the General Deputy a list of a maximum of five suitable persons. The call may be declared void due to a lack of suitability of the applicants, and the appointment will be made by Provincial Order upon the proposal of the Treasury Directorate of the Department of Treasuries, Finance, and Budgets.

An administrative-law appeal may be filed against the provincial order within two months before the Administrative Court of Vitoria-Gasteiz or, optionally, a request for reversal within one month before the same body that issued it.

A key leadership position in tax assistance

The Taxpayer Relations Service is the unit of the Treasury Directorate that channels tax assistance and notifications to the tax obligors of the Historical Territory of Álava; therefore, the appointment of its leadership directly affects the daily relationship between the provincial Treasury and the taxpayers. The call is published on the same day as Provincial Order 453/2026, of September 15, which provides for the free appointment of the secretariat of the Treasury Directorate, code 2043.011, in this case reserved for career civil servants of the Provincial Council of Álava and with a specific supplement of 24,554.70 euros. Both positions are open for the submission of applications once the announcement is published in the Official Gazette of the Basque Country.
