Álava convoca concurso unitario para cubrir 26 plazas de secretarios e interventores

The Foral Government Council of the Provincial Council of Álava approved Agreement 691/2026, dated October 20, which announces the 2026 unitary competition for the provision of 26 vacant job positions reserved for local administration civil servants with national qualification. The call is published in the Official Gazette of the Historical Territory of Álava (BOTHA) no. 123, dated October 26, 2026, with the official reference 2026-03017. The destinations are distributed among 19 city councils, three groupings of municipalities, and two Alavese cuadrillas.

The agreement is adopted under Article 92.bis of Law 7/1985, of April 2, regulating the Bases of the Local Regime, as amended by Organic Law 1/2025, of January 2, which recognizes the autonomous community’s authority to convene the provision processes for these positions and to appoint the personnel within its territory. The competence of the Foral Government Council derives from Article 8.1.b.8 of Foral Norm 10/2023, of March 15, and the procedure is governed by Royal Decree 128/2018, of March 16, and by Order TFP/153/2021, of February 16.

The call is promoted by the Department of Territorial Balance and Land Use Planning and bears the signature of the General Deputy, Ramiro González Vicente, the Foral Deputy Laura Pérez Borinaga, and the Director of Territorial Balance, Javier Gorbeña García. According to the first basis, the positions offered are those vacant before February 10, 2026, that were not called in the ordinary competition, those that remained vacant, those not awarded for other reasons, and those that local corporations expressly requested to be included.

  • Cuadrillas: Cuadrilla de Ayala (4, 05/05/2011) and Cuadrilla de Rioja Alavesa (4, 05/27/2021).

Five destinations are listed without a mandatory date for the linguistic profile and one, Asparrena, with the mandatory period already expired, which requires accreditation of the required level of Basque.

Fifteen business days and a scale of up to 28.50 points

Applications shall be submitted within 15 business days starting from the day following the publication in the BOE of the resolution providing for the joint call for the unitary competition within the scope of the Autonomous Community of the Basque Country. The application is processed electronically before the Directorate of Relations with Local Administrations and Administrative Registries of the Basque Government, with an individualized expression of the positions and a single order of preference.

The assessment consists of three blocks:

  • General merits: maximum of 19.50 points, in accordance with article 32 of Royal Decree 128/2018.
  • Autonomous determination merits: 9 points, of which 6 correspond to the Statute of Autonomy, Historical Rights and linguistic normalization, and 3 to the economic agreement and local treasury.
  • Knowledge of Basque: 7.12 points for profile 4; 5.34 for profile 3; 3.38 for profile 2 and 1.79 for profile 1.

Civil servants with provisional appointments are required to compete for all the positions offered in their scale and category, and those who have not spent two years in their last definitive destination may not participate, except for the exceptions provided for in article 27 of Royal Decree 128/2018.

Single tribunal and deadlines for taking office

A single tribunal will be constituted within the scope of the autonomous community, presided over by a representative of the General Administration of the Autonomous Community and composed of one person from each provincial council (diputación foral) and one national-level senior civil servant; for the Basque language tests, a person designated by the IVAP will be added. The resolution of the competition will be published in the BOTHA and the BOE.

The period for taking office shall be three business days if the position is in the same locality and one month if it is a first appointment or in a different locality, with termination within the three business days following the publication of the appointments. The assignments are non-waivable and voluntary, without the right to relocation compensation. Against the agreement, which exhausts the administrative route, a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Courts of Vitoria-Gasteiz and, optionally, a request for reversal within one month before the Foral Government Council.

The call for applications affects management positions that support the economic, accounting, and legal management of small and medium-sized municipalities, several of which have had the Basque language requirement expired for more than a decade. The filling of these 26 vacancies conditions the ability of Alavese city councils to approve budgets, audit spending, and guarantee legal advice for their governing bodies.
