Álava convoca 405.727 euros en ayudas a cooperación al desarrollo para 2026-2027

The Foral Government Council of the Provincial Council of Álava has approved the call for grants for the execution of development cooperation projects that incorporate social transformation education actions for the years 2026-2027, with a budget of 405,727.00 euros. The agreement, Agreement 658/2026, was adopted in the session of October 13, 2026, and is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 118, of October 14, 2026, with the official reference 2026-02938.

The call is framed within the Department of Equality, Basque Language and Governance and is regulated by the general bases of Foral Decree 23/2020, of July 21 (published in BOTHA number 84, of July 27, 2020), and by the annex of the agreement itself. Subsidiarily, the following apply: Foral Rule 11/2016, of October 19, on Grants of the Historical Territory of Álava; Basque Law 3/2024, of February 15, on Cooperation and Solidarity; Law 1/2023, of February 20, on Cooperation for Sustainable Development and Global Solidarity, and Royal Decree 188/2025, of March 11. The file includes a report from the Directorate of Equality and Human Rights and was approved upon the proposal of the Deputy for Equality, Basque Language and Governance, Iñaki Gurtubai Artetxe, with the signature of the General Deputy, Ramiro González Vicente.

Projects with a double vision in the south and in Álava

Development cooperation projects executed in aid-receiving countries of the OECD Development Assistance Committee (DAC) that also include social transformation education actions in the Historical Territory of Álava and the enclave of Treviño will be eligible for subsidies. Each project must have a double vision, and the percentage allocated to social transformation education must be between 10 and 25 percent of the eligible budget.

Non-profit entities with a headquarters or delegation in Álava and with development cooperation among their statutory purposes, as well as groupings of entities, may apply for the grants. Among the required requirements are:

  • Accredit at least two cooperation projects funded by a Basque public administration in the last three years.
  • Have a track record of two projects managed with the executing counterpart.
  • Execute the actions in the destination country through a local partner with legal personality, non-profit status, and a minimum of two years of experience.
  • Submit a single project per entity.

Up to 50,000 euros per project and distribution between two fiscal years

The maximum grant amount per project is 50,000.00 euros, distributed as 20,000.00 euros in 2026 and 30,000.00 euros in 2027. The Provincial Council will finance a maximum of 80 percent of the eligible budget, with the requesting entity responsible for providing the remaining 20 percent. The credit is divided among the following items of the provincial budget:

  • Current expenditure 2026: 113,604.00 euros (item 25301.G/232252/48100005).
  • Investment expenditure 2026: 48,686.80 euros (item 25301.G/232252/78100002).
  • Current expenditure 2027: 170,405.00 euros (item 25301.G/232252/48100005).
  • Investment expenditure 2027: 73,031.20 euros (item 25301.G/232252/78100002).

Projects must start from September 2026 and end before December 31, 2027, and eligible expenses will be calculated between September 1, 2026, and December 31, 2027.

Fifteen business days to apply and six months to resolve

The deadline for submitting applications is 15 business days starting from the day following the publication of the call in the BOTHA, and documentation must be submitted electronically through the electronic office of the Provincial Council of Álava. The processing is the responsibility of the Equality, Cooperation and Interculturality Service of the Directorate of Equality and Human Rights, and applications will be examined by an evaluation commission chaired by the Director of Equality and Human Rights, Joana del Hoyo Fernández. The resolution must be issued within a maximum period of six months from publication; after this period without an express resolution, entities may consider their application rejected. An optional appeal for reversal may be filed against the agreement within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Vitoria-Gasteiz within two months.

The call opens a stable financing channel for the associative fabric of Álava and for NGOs with delegations in the territory, which will have nearly two budget years to deploy projects with direct returns both in the destination countries and in Alavese society itself through education for social transformation.
