Álava constituye su Junta Electoral Provincial para las generales del 29N

The Provincial Electoral Board of Álava has been validly constituted for the elections to the Chambers of the Congress of Deputies and the Senate to be held on November 29, 2026. This is announced in the edict published in the Official Gazette of the Historical Territory of Álava number 117, corresponding to Monday, October 12, 2026, in section III (Other Public Administrations), with the official reference 2026-02915. The agreement designates the three judicial members and the president who will lead the electoral process in the territory.

The regulatory framework of the designation

The constitution is formalized in accordance with the provisions of article 14.3 of Law 5/1985, of June 19, on the General Electoral Regime (LOREG). The general elections to both Chambers were called by Royal Decree 806/2026, of October 5, published in BOE number 248. The judicial members were designated by agreement on October 8, 2026, by the permanent commission of the General Council of the Judiciary, which established the list of members of the provincial electoral boards.

The edict is signed in Vitoria-Gasteiz on October 9, 2026, by the Secretary of the Board, Juan Luis Sanchón Martínez.

Composition of the Provincial Electoral Board

The three designated judicial members are magistrates of the Second Section of the Provincial Court of Álava:

  • Jesús Alfonso Poncela García, magistrate of the Second Section of the Provincial Court of Álava.
  • Elena Cabero Montero, magistrate of the Second Section of the Provincial Court of Álava.
  • Ana Jesús Zulueta Álvarez, magistrate of the Second Section of the Provincial Court of Álava.

They are joined by the following officials:

  • Elena Cabero Montero, designated president by election among the judicial members.
  • Mª Paz Rojo Porras, delegate of the electoral census office.
  • Juan Luis Sanchón Martínez, secretary of the Board.

The judicial members consider the Provincial Electoral Board of Álava to be validly constituted and designate, by election among themselves, its president.

The rest of the electoral machinery in Álava

The constitution of the Provincial Board is accompanied, in the same issue of the bulletin, by two other announcements that complete the electoral structure of the territory. The Zonal Electoral Board of Vitoria-Gasteiz was constituted on October 8, 2026, composed of Susana Díez Martínez de la Hidalga (presiding magistrate of the Civil Section of the Court of First Instance of Vitoria-Gasteiz, position 6), Jesús de Abajo de Dios (presiding magistrate of the Civil Section, position 1), and María Luisa Nistal San Juan (presiding magistrate of the Instruction Section, position 1). The Justice Administration lawyer Cristina Arana Tamayo serves as secretary, and Susana Díez Martínez de la Hidalga has been designated as president.

For its part, the Provincial Delegation of the Electoral Census Office in Álava publishes the list of sections, polling stations, and electoral venues, in accordance with article 24.2 of the LOREG, dated October 6, 2026. The list covers the municipalities of the territory, from Alegría-Dulantzi onwards, with the assignment of polling stations and electoral colleges for the day of November 29.

Impact for parties, candidates, and voters

The constitution of the Provincial Electoral Board of Álava activates the body that, from this moment, exercises superior authority over the electoral process in the territory: proclamation of candidacies, campaign control, appeals, and scrutiny. For the parties and candidates running in Álava, the Board is the instance before which candidacies are presented and claims are resolved; for voters, it is the institutional guarantee that the published polling stations, venues, and census remain under judicial supervision. With the president and members already designated, Álava has the complete electoral structure less than seven weeks before the date of the polls.
