Álava grants 317,175 euros to Labastida and Valdegovía for social housing

The Provincial Government Council of Álava has approved the granting of 317,175.00 euros in subsidies to local entities for the acquisition of housing intended for social and/or protected rental. The resolution, Agreement 565/2026, of September 8, is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 107, Friday, September 18, 2026, with official reference 2026-02641. The beneficiaries are the city councils of Labastida and Valdegovía.
Regulatory framework and call for applications
The line derives from Provincial Decree 12/2026, of March 31, of the Provincial Government Council, which approved the general subsidy bases aimed at local entities of the Historical Territory of Álava for the acquisition and rehabilitation of housing for social and/or protected rental and youth emancipation. That decree was published in BOTHA number 40, on April 8, 2026.
The 2026 call was approved by Agreement 242/2026, of April 21, of the Provincial Government Council, and was published in BOTHA number 49, on April 29, 2026. The initial balance of the resolved line was 1,000,000.00 euros, and the granting is governed by competitive bidding. The valuation commission issued minutes on July 7, 2026, with the proposed resolution.
Distribution between the two municipalities
The granted amount is distributed between the two admitted applications, which are fully subsidized as the requested amount is lower than the maximum of the line:
- Labastida City Council (NIF P0103000F), file 01400001-2026/00001: eligible budget of 67,600.00 euros, 75% subsidy equivalent to 50,700.00 euros.
- Valdegovía City Council (NIF P0106300G), file 01400001-2026/00002: eligible budget of 313,500.00 euros, 85% subsidy equivalent to 266,475.00 euros.
Deadlines, payments, and expenditure destination
Payments will be nominative in favor of each beneficiary local entity and will be paid in two installments: 80 percent of the total amount once the granting resolution has been adopted and the private purchase agreement or the corresponding deed has been provided, and the remaining 20 percent once the total expenditure has been justified, before December 31, 2026.
The acquisition of the housing must be carried out within 3 months from the publication of the resolution, and the justification account must be submitted within fifteen days following the acquisition. The expenditure is recorded under the item “10202. G/920102/76290115 Pact for the Right to Housing” of the 2026 budget of the Provincial Council of Álava.
Eligible lines and processing
The call contemplates three eligible lines:
- Acquisition of housing for social and/or protected rental, in all cases with public intermediation.
- Rehabilitation of housing and/or institutional accommodation to promote youth emancipation under rental schemes.
- Rehabilitation of housing for social and/o protected rental, with public intermediation.
The resolution is final in administrative proceedings and is published in the BOTHA, with the publication serving as notification in accordance with Article 45.1.b) of Law 39/2015, of October 1. An administrative appeal may be filed against it before the Contentious-Administrative Court of Vitoria-Gasteiz within two months, or an optional appeal for reversal within one month. The agreement bears the signature of the General Deputy, Ramiro González Vicente, the Provincial Deputy for Territorial Balance and Land Use Planning, Laura Pérez Borinaga, and the Director of Territorial Balance, Javier Gorbeña García.
The measure reinforces the public rental stock in the rural areas of Álava: it allows two small municipalities to purchase housing to be used for social and/or protected rental with public intermediation, expanding the affordable offer in areas with low residential availability.
