Álava aprueba las bases reguladoras de la designación de deportistas promesa

The Foral Government Council of the Provincial Council of Álava approved Foral Decree 32/2026, of September 22, which establishes the regulatory bases for the designation of promising athletes from the Historical Territory of Álava and approves the call for applications for the year 2026. The provision is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 112, of September 30, 2026, with the official reference 2026-02750, and the application period extends from October 6 to 24, 2026, both inclusive. The appointment resulting from this call will be effective from January 1 to December 31, 2027.

The regulation is issued upon the proposal of the titular deputy of the Department of Culture and Sport and develops the competency framework established by article 7 b) 6 of Law 27/1983, of November 25, and by Law 2/2023, of March 30, on physical activity and sport of the Basque Country, whose article 4 f) attributes to the foral bodies the technical assistance and financial aid for promising athletes with expectations of reaching a high level. Foral Regulation 11/2016, of October 19, on Subsidies of the Historical Territory of Álava, requires the approval of the bases prior to the granting and attributes this competence to the Foral Government Council.

The decree expressly repeals Foral Decree 34/2025, of September 30, which regulated the previous call, and replaces the current criteria with common bases shared with the rest of the foral bodies and the Basque Government. The text is signed by the General Deputy, Ramiro González Vicente; the Foral Deputy for Culture and Sport, Ana M. del Val Sancho, and the Director of Sport, Juan José Rojo Bazán. The approval agreement also appears in the summary of provisions of the Foral Government Council published under reference 2026-02738.

Who can apply and under what requirements

Applications may be submitted by Alavese sports federations and other Alavese entities with delegated public functions, sports clubs or associations with their registered office in Álava, the athletes themselves, and the fathers, mothers, or legal representatives of minors.

The requirements for the call are:

  • Hold a valid license issued by a Basque sports federation for the modalities listed in Decree 16/2006, of January 31.
  • Have been continuously registered as a resident (empadronado) in a municipality of the Historical Territory of Álava or the enclave of Treviño since October 1, 2025.
  • Have obtained a sporting merit from Annex II between October 1, 2025, and September 30, 2026, using that same federated license.
  • Have been born between the years 2003 and 2011; exceptionally, those born in 2012 and later may apply if they prove a merit in a category higher than their age, in an Olympic discipline, with a favorable report from the Álava federation and provincial authorization to obtain the license.

Persons with final sanctions for doping or for a very serious infringement regarding sports discipline are excluded, as are those who breached previous rules or were sanctioned according to Title IV of Provincial Law 11/2016.

Processing, evaluation, and resolution

Federations, clubs, and associations are required to submit applications electronically through the electronic office; athletes and their legal representatives may also do so in person at the general registry of the Provincial Council of Álava. If the application is incomplete, a period of ten business days is granted to rectify it.

The evaluation is the responsibility of an evaluation commission composed of:

  • The head of the Sports Directorate.
  • The head of the Sports Service.
  • A technician from the Sports Service.
  • A person from the Technical Secretariat of Culture and Sports, with a voice but no vote.

The final list is approved by the head of the department competent in sports matters and is published in the BOTHA. The maximum period for resolution and notification is three months from the day following the closing of the application period.

Merits, benefits, and commitments

Annex II details the evaluable merits: international participation with prior qualification and representation of a state or Euskadi national team, results in the Spanish Championship in Olympic, Paralympic, and non-Olympic events, absolute Spanish record, training camps with the state national team, and results in indigenous sports, such as the pre-professional contract in euskal pilota or first place in bateles, trainerillas, and the top-level league of traineras.

Designated individuals have access to the support plans of the Provincial Council of Álava, the Kirolaraba Fundazioa Foundation, and other public or private bodies. In return, they must grant the use of their image without remuneration, attend promotional activities, and provide information regarding their sporting career; failure to comply results in the loss of their status. The designation may be revoked due to the abandonment of sporting practice, failure to remain in a Basque club, or the transfer of the license to another autonomous community.

The call for applications organizes the provincial system of support for high-performance sports and provides stable legal coverage for young Alavese athletes with high-level expectations, while homogenizing criteria with the rest of the historical territories and the Basque Government. For Alavese federations and clubs, the calendar sets a window of barely three weeks to gather federative certificates, licenses, and final reports.
