Álava amplía en 101.846 euros las ayudas ganaderas para 2026

The Foral Government Council of the Provincial Council of Álava has approved an increase of 101,846.42 euros in the call for grants for the management of collective livestock breed breeding programs, animal health, and animal production. This is done through Agreement 692/2026, dated October 20, published in the Official Gazette of the Historical Territory of Álava (BOTHA) no. 124, dated October 28, 2026. With this extension, the final amount of the call amounts to 780,846.82 euros.

The original call was approved by Agreement 225/2026, dated April 14, of the Foral Government Council, with an amount of 679,000.00 euros distributed over two annual installments (500,000 euros in 2026 and 179,000 in 2027). The regulatory bases for these subsidies come from Foral Decree 34/2021, dated July 20, and the funds are charged to the item “40102. G/419402/48100439 Livestock Aid Plan 2026” of the Council’s expenditure budget for the 2026 financial year. The call agreement itself provided that credits could be increased with additional amounts up to a maximum amount equal to that initially reserved, in accordance with Article 21 of Foral Regulation 11/2016, dated October 19, on Subsidies of the Historical Territory of Álava.

The reason: applications exceeding the credit

According to the published agreement, once the application period ended and the analysis and classification of the files were carried out according to the criteria of each program, it was found that the reserved credit was insufficient to meet the applications that fulfill the required requirements. This situation created, literally, a “financing deficit for the resolution of the grants,” which forces the Foral Government to expand the allocation to be able to resolve the call.

Where the money comes from

The reinforcement is built with three already processed budgetary components and the distribution of the amounts by annual installment:

  • Agreement 651/2026, dated October 13: credit transfer file M_T00/2026/0000000107, for 52,925.97 euros.
  • Commitment credit modification file MT_01/2026/0000000013, for 26,846.82 euros.
  • Surplus balance of 22,074.03 euros from the call for these same grants for the 2025 financial year.
  • Distribution by annual installments of the new amount: 575,000.00 euros in 2026 and 205,846.82 euros in 2027.

Which line is reinforced and which are maintained

The increase is concentrated entirely in the livestock breed breeding line, while the other two retain their allocation. The detail by line is as follows:

  • Line 1. Management of livestock breed breeding programs: increases from 394,000 to 495,846.82 euros (365,137.00 euros in 2026 and 130,709.82 euros in 2027).
  • Line 2. Management of animal health programs: remains at 163,000.00 euros (120,027.00 in 2026 and 42,973.00 in 2027).
  • Line 3. Management of animal production programs: remains at 122,000.00 euros (89,836.00 in 2026 and 32,164.00 in 2027).

Processing and signing

The agreement is adopted “having seen the mandatory reports,” at the proposal of the Provincial Deputy for Agriculture and following deliberation by the Provincial Government Council. The text bears the signature of the General Deputy, Ramiro González Vicente; the Provincial Deputy for Agriculture, Noemí Aguirre Quintana; and the Director of Agriculture, David Fernández Sarabia. Its second point orders the publication of the agreement in the BOTHA, which is what occurs with this insertion of October 28.

The expansion has a direct effect on the livestock farms of the Historical Territory of Álava that participate in collective genetic improvement and health programs: without the reinforcement, some of the applications that met the requirements would have been left without funding. Furthermore, the agreement arrives with the fiscal year almost closed, which clears the resolution of the pending files from the 2026 call.
