Álava opens public information on costs of the Reziklaraba center in Jundiz

The Provincial Council of Álava has submitted for public consultation the proposed cost structure for the future service concession for the operation of the Álava preparation center for reuse, Reziklaraba, located in the Jundiz industrial estate, in Vitoria-Gasteiz. The announcement, signed by the Director of Natural Environment, María José Madeira García, is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 111, dated September 28, 2026, with official reference 2026-02723. The process opens a period of twenty business days to submit allegations.

The Reziklaraba center has already completed its construction and is intended for the repair and reuse of waste, with a treatment capacity of 6,400 tons per year. Following the completion of the works, the Department of Economic Development and Sustainability of the Provincial Council is preparing the tender for the contract, which will include the purchase and installation of the equipment necessary for its operation, as well as the financing, operation, and maintenance of the new facilities.

Legal framework of the process

Public consultation is mandatory pursuant to Article 9 of Royal Decree 55/2017, of February 3, which develops Law 2/2015, of March 30, on the De-indexing of the Spanish Economy. This provision requires the proposed cost structure to be submitted to a public consultation process for a period of twenty business days.

The period is calculated from the day following the publication of the announcement in the BOTHA, that is, from September 29, 2026. The documentation is available on the open government portal of the Provincial Council of Álava, at the address https://irekia.araba.eus/es/concesiones.

How to submit allegations

The announcement distinguishes two channels of participation depending on the type of interested party:

• Legal entities, entities without legal personality, and other persons obligated by Article 14 of Law 39/2015, of October 1, on the Common Administrative Procedure, must submit their allegations mandatorily by electronic means.
• Other interested parties may do so by electronic means or in person at the General Registry of the Provincial Council of Álava.
• It is also possible to use any of the means regulated in Article 16.4 of Law 39/2015.

Scope of the future concession

The contract to be tendered will cover several service blocks:

• Purchase and installation of the equipment necessary for the operation of the center.
• Financing of the new facilities.
• Operation and maintenance of the preparation center for reuse.
• Conditions and requirements that will be detailed in the particular and technical administrative specification documents.

The announcement is signed in Vitoria-Gasteiz on September 21, 2026, by the director of Natural Environment, María José Madeira García.

The publication is of direct interest to companies in the waste and circular economy sector, which have twenty business days to submit allegations regarding the cost structure before the tender is called. The financing, operation, and maintenance model defined in this phase will condition the bids of future concessionaires for a facility intended to expand the reuse capacity of Álava.
