The Bureau of the Parliament of Andalusia has approved the appointment of Laura Alicia Fernández Tristancho as head of the Official Publications Unit, a key position in the dissemination of parliamentary activity. The agreement, adopted in a session held on July 22, 2026, is published in the Official Gazette of the Government of Andalusia (BOJA) number 169, dated September 1, 2026, page 10311/1.
The position has been filled through the free appointment procedure, following the public call approved by the Bureau itself on March 11, 2026. The appointment is based on the proposal of the Chief Legal Counsel and the prior report of the head of the Publications Service, and is adopted in exercise of the competence granted by Article 18 of the Regulations for internal promotion and provision of job positions in the Administration of the Parliament of Andalusia.
A strategic position for parliamentary dissemination
The Official Publications Unit is responsible for managing and disseminating the documents that publicize the activity of the Andalusian Parliament, from the session journals to the official bulletins of the Chamber. Its leadership is decisive in guaranteeing transparency and citizen access to legislative information.
The agreement establishes an incorporation schedule with fixed deadlines:
- The assumption of office shall take place within three business days following the cessation of duties at the current destination.
- The cessation at the current destination must be carried out within three business days following the publication of the agreement in the Official Gazette of the Parliament of Andalusia.
- The agreement will be published both in the Chamber’s bulletin and in the BOJA.
Legal framework and appeals
The appointment is framed within the regime for the provision of job positions of the Administration of the Parliament of Andalusia, which reserves for the Bureau the competence to freely appoint holders of positions of special responsibility. The agreement exhausts the administrative route, therefore those who consider themselves affected have means of challenge:
- An optional appeal for reversal before the Bureau of the Parliament of Andalusia, within one month from its publication in the Chamber’s bulletin, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure.
- A contentious-administrative appeal before the corresponding chamber of the High Court of Justice of Andalusia, within two months, in accordance with article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.
The agreement appears signed in Seville on July 22, 2026, by the Chief Legal Counsel of the Parliament of Andalusia, Manuel Carrasco Durán.
