Lascellas-Ponzano approves its 2027 budget and opens the period for allegations
Por FactBox Admin

The Lascellas-Ponzano City Council has initially approved the General Budget for the 2027 fiscal year, according to the agreement adopted by the Plenary of the Corporation in the session held on October 16, 2026. The official announcement is published in the Official Gazette of the Province of Huesca number 210, corresponding to Tuesday, November 3, 2026, on page 45 and with the reference BOPH-2026-210012, and opens the public information period of the file.
The projected accounts for the next fiscal year are summarized in two figures: the Consolidated Expenditure Statement amounts to 341,217.00 euros and the Revenue Statement reaches 358,935 euros. The difference between both magnitudes leaves a margin of 17,718 euros in favor of consolidated revenues.
Approved figures and documentation
Along with the budget itself, the plenary agreement incorporates the complete block of documentation accompanying the municipal accounts:
- Consolidated Expenditure Statement: 341,217.00 euros.
- Revenue Statement: 358,935 euros.
- Budget Execution Bases.
- City Council Personnel Staffing Table.
- Annexes and complementary documentation of the file.
The City Council does not detail the breakdown by expenditure areas or chapters in the announcement, so the full content of the file must be consulted during the public exhibition period.
Fifteen days to examine and appeal
The publication of the announcement activates the public information and hearing process for interested parties for a period of fifteen days, during which they may examine the file and present any allegations, claims, and suggestions they deem appropriate. The procedure is supported by Article 169 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, and Article 20.1 of Royal Decree 500/1990, of April 20.
The legal consequence of the process is decisive: if no claims have been presented after that period, the General Budget will be considered definitively approved without the need for a new express plenary pronouncement. The announcement was signed in Lascellas Ponzano on October 30, 2026, by the mayor, Alfredo Pallás Guiral, and is part of the Local Administration with registration number 4836.
An early city council and other accounts in processing
Lascellas-Ponzano is among the first councils in the province to have activated the processing of the 2027 accounts. In the preceding weeks, the provincial gazette has published equivalent announcements from other municipalities and entities, confirming an early calendar in the region:
- Tierz City Council, announcement published on October 14.
- Hoz de Jaca City Council, published on October 20.
- Mancomunidad del Quiñón de Panticosa, published on October 20.
- Quicena City Council, published on October 22.
- Los Molinos Minor Local Entity, published on October 26.
The administrative activity of the same council includes two other files. In the plenary session of October 16, 2026, credit modification number 7 for the 2026 fiscal year was unanimously approved, displayed to the public for fifteen business days according to the announcement of October 21 (BOPH-2026-202017). Additionally, in the same issue dated November 3, the approval of the sewage tax register for the second half of 2026 is published, with a voluntary payment period set between December 1, 2026, and February 1, 2027 (BOPH-2026-210011).
Why it matters to residents
The opening of the period makes the announcement the only formal opportunity for the residents of Lascellas and Ponzano to learn the detailed destination of municipal spending and discuss it before it is finalized. Anyone who does not submit objections within these two weeks will lose the prior administrative route to challenge the budget, which will be definitively approved and executive for the entire 2027 fiscal year.
