Renewables occupy 58 hectares of public forests in Zaragoza

The Official Gazette of Aragon (issue 155, of 12 August 2026) publishes the resolution of 27 July 2026 of the Provincial Service for Environment and Tourism of Zaragoza, of the Department of Environment and Tourism of the Government of Aragon, which gives publicity to the administrative acts issued during 2025 with effects on the Catalog of Public Utility Forests (CMUP) of the province. The occupation authorizations on cataloged forests amount to 58.2833 hectares and include evacuation lines from photovoltaic and wind farms, while Enel Green Power España, S.L. assumes ownership of two occupations linked to solar plants. The resolution, signed by the director of the service, Ignacio Pérez-Soba Díez del Corral, includes as an annex the annual summary of entries in the catalog.

The CMUP is a public administrative register in which forests declared to be of public utility are recorded, in accordance with Law 43/2003, of 21 November, on Forests; with Article 15 of the consolidated text of the Aragon Forest Law, approved by Legislative Decree 1/2017, of 20 June; and with the Forest Regulations, approved by Decree 485/1962, of 22 February. Since 2002, the service has published the annual summary of acts that alter the register —a practice confirmed by Article 20.2 of Law 8/2015, on Transparency of Public Activity and Citizen Participation of Aragon—, so that of the fifteen tables in the annex, six contain entries: occupations, refusals, modification of specifications, changes of ownership, extensions and prevalences of public domain.

Evacuation lines on cataloged forests

Table No. 5 of occupation authorizations contains the renewable projects, with a general term of 30 years:

• File 44.23.08181 — high-voltage overhead line “SET Cámara – SET Promotores” on the Blanco woodland (No. 301), in Azuara: 4.1734 ha.
• File 44.24.09466 — evacuation line from the Cabezuelas, Pedrecha, and San Cristóbal wind farms over the Dehesa Jalón, La Sierra, Sanchorrena, Las Cañadas, Las Cárcavas, Campo Bajo, and Loma del Campo woodlands (Nos. 383, 448, 453, and 540), in Ateca: 32.28 ha.
• File 44.23.04822 — underground electrical evacuation line from the photovoltaic plant “Libienergy Fuendetodos 2” in the Común or Blanco woodland (No. 307), Villanueva de Huerva: 0.1051 ha.
• File 44.24.05124 — underground medium-voltage evacuation line from the photovoltaic park “Hibridación Los Visos” in the Camporroyo and Chiló woodland (No. 508), Rueda de Jalón: 0.1036 ha.
• File 44.24.03591 — 400 kV underground line “SET Magallón FV 30/400 kV – SE Magallón 400 kV” in the Siete Cabezos and Haces woodland (No. 283), Magallón: 0.1195 ha.
• File 44.24.11668 — meteorological station for measuring the wind resource in the La Diezma woodland (No. 278), Grisel: 1.1310 ha for three years.

Enel Green Power takes over at two solar plants

Table No. 8 on ownership changes records two transfers in favor of Enel Green Power España, S.L., both on the Dehesa de Armantes woodland (No. 371), owned by the Autonomous Community of Aragon, in Ateca:

• File 44.24.10788 (7 February 2025): the evacuation infrastructure of the Terrer Photovoltaic Park is transferred from Dehesa de los Guadalupes Solar, S.L.U. to Enel Green Power España, S.L.
• File 44.24.10795 (7 February 2025): the power lines of the “Bílbilis” photovoltaic solar park are transferred from Seguidores Solares Planta 2, S.L.U. to Enel Green Power España, S.L.

Furthermore, Table No. 9 on extensions extends the occupation of the measurement tower of the “DIAN” wind farm in the El Alto woodland (No. 337), in Lécera, initially authorized in 2022 (File 44.23.09684) by two years.

Fiber optics, electrical renovations, and denials

Most of the authorized occupations correspond to fiber-optic lines for 30 years and areas of less than one hectare, on woodlands such as Canales, Sisallo, and others (Lobera de Onsella), Fayanás (Luesia), Mingota (Orés), La Diezma (Grisel), Sierra de López (Villarreal de Huerva), or La Sierra and La Dehesilla (Torralba de Ribota). The list also includes renovations of medium-voltage lines, a 15 kV underground line in La Muela, a mobile phone base station, and the regularization of a wastewater treatment plant in Tarazona.

The table of denials and closures records the closure of a fiber optic line in Brea de Aragón, the withdrawal of telecommunications networks in Ejea de los Caballeros and La Muela, the closure of an overhead-underground high-voltage line in Lechón (File 44.23.09249) and the denial of an irrigation pond and a pig farm.

The publication, required by transparency legislation, reveals how much of Zaragoza’s public forest domain is committed for periods of up to 30 years and who exploits it. With the projects in Ateca, Magallón, Rueda de Jalón and Villanueva de Huerva, the cataloged woodlands —protected by their legal regime since 1901— are consolidating as a support for Aragon’s renewable evacuation network, a relevant fact for the owner municipalities and for the environmental monitoring of the territory.
