Las Pedroñeras approves 100,000 euros in real estate investments

The City Council of Las Pedroñeras has definitively approved budget modification file 9/2026, which enables an extraordinary credit of 100,000 euros for real investments, financed by the liquid treasury surplus. The decision, adopted by the Plenary in its agreement of August 3, 2026, has been published in the Official Gazette of the Province of Cuenca number 101, dated September 2, 2026 (reference NO. 2078).

The agreement is elevated to definitive status as no allegations were presented during the public exhibition period, as established by article 169.1, by referral of 177.2, of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries.

Details of the budget modification

The operation is structured as an extraordinary credit and a credit supplement, and is broken down by chapters in the expenditure and income budget:

• Chapter 6 (Real Investments): 100,000.00 euros.
• Chapter 8 (Financial Assets): 100,000.00 euros, as a source of financing.
• Total: 100,000.00 euros.

The financing comes from the liquid treasury surplus for general expenses, allowing the Council to address new investments without resorting to additional debt.

Period for contentious-administrative appeal

Against the agreement, pursuant to article 171.1 of the Revised Text of the Law Regulating Local Treasuries, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Cuenca within a period of two months counting from the day of the publication of the announcement, in accordance with article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction.

However, according to article 171.3 of the same revised text, the filing of the appeal shall not by itself suspend the effectiveness of the contested act or agreement, therefore the execution of the investments is not conditioned upon the resolution of the procedure.

Signature and scope

The announcement appears signed by the mayor, Mr. José Manuel Tortosa Ruíz, in Las Pedroñeras, with the date of the electronic signature in the margin. With this definitive approval, the municipality is in a position to execute the planned investments charged to the current budget year.

The publication in the official gazette confers full legal efficacy to the agreement and opens the path for challenge for those who consider themselves affected, guaranteeing the transparency of the municipal budgetary process.
