Las Peñas de Riglos urgently expropriates a well following the fire

The City Council of Las Peñas de Riglos has initially approved, by Plenary agreement, the list of owners and rights holders affected by the urgent expropriation procedure of a well and adjacent lands, as it constitutes the only available alternative to guarantee the water supply to the population following the forest fire of August 10, 2026. The announcement is published in the Official Gazette of the Province of Huesca number 167, dated September 2, 2026, with reference BOPH-2026-167011.
The decision, signed in Santa María de la Peña on August 31, 2026, by the mayor-president, Juan Francisco Torralba Pérez, is being processed via the urgency procedure. The forest fire has affected the infrastructures and means available to guarantee the water supply; therefore, the Council considers it essential to have access to the well as quickly as possible.
Affected assets and owners
The initially approved list comprises two properties, with their corresponding permanent and temporary occupation areas:
- Property 1 (cadastral reference 9549605XM8994N0001PK, C/Carretera, 10): owner Vicente Enguita Boned; affected area of 157 m² and 185 m²; well 12 meters deep and 1.4 meters in diameter; permanent and temporary occupation.
- Property 2 (cadastral reference 9549607XM8994N0001TK, C/La Estación, 14): owner the Sindicato de riegos Pantano de La Peña; affected area of 20.80 m² and 156 m²; permanent and temporary occupation.
The file is processed under number 1888028M, with NIF P2227000C.
Public information process
In compliance with Article 18 of the Law of December 16, 1954, on Compulsory Expropriation, and Article 17 of the Regulations of the Compulsory Expropriation Law, approved by Decree of April 26, 1957, a public information process is opened for a period of fifteen days. During this period, those who consider themselves interested parties may:
- Present any data that allows for the rectification of errors in the published list.
- Submit allegations regarding the appropriateness of the occupation or disposal of the assets.
- Examine the file at the municipal offices.
The announcement shall serve as notification to the interested parties in the event that personal notification of the granting of the hearing process cannot be carried out.
