Las Parras de Castellote licita la concesión del multiservicios Bar La Malena

The City Council of Las Parras de Castellote has called for tenders for the service concession contract for the operation of the multi-service establishment Bar La Malena, a municipal-owned hospitality facility. The announcement, with official reference 2026-2946, is published in the Official Gazette of the Province of Teruel number 201, dated October 20, 2026, within the Local Administration section. Interested parties have 20 calendar days, counting from the day following the publication, to submit their bids.

The call is processed by the municipal Secretariat and is governed by the contracting regime for local administrations. The contract is defined as an administrative service concession, which entails transferring the operation of the bar to a private operator in exchange for consideration linked to the service itself, without the City Council assuming direct management of the establishment.

The file is subject to ordinary processing and an open procedure in which any entrepreneur who proves the requirements of the specifications may participate. Documentation and information regarding the contract can be obtained at the City Council of Las Parras de Castellote itself, at calle Mayor number 9, postal code 44566, by telephone at 978 84 82 34, or by email at aytolasparrasdecastellote@gmail.com.

Two objective evaluation criteria

The announcement establishes an award based on several objective criteria, evaluable automatically, divided equally between two sections:

  • Price: up to a maximum of 50 points, starting from a minimum annual tender price of 0 euros.
  • Experience: up to a maximum of 50 points.

The weighting places the bidder’s experience on the same level as the economic offer, meaning that the previous track record in managing this type of establishment carries as much weight as the proposed fee or annual price.

Twenty calendar days and electronic submission

The deadline is twofold and follows the same count: 20 calendar days from the day following the publication of the announcement in the Official Gazette of the Province of Teruel, both for obtaining documentation and information and for submitting bids or requests for participation.

Proposals must be sent through the electronic office of the City Council of Las Parras de Castellote (lasparrasdecastellote.sedelectronica.es). The municipal email is enabled as a means of contact and information, not as a channel for submitting bids.

The specific requirements for the contractor are those appearing in the specifications published on the same electronic office, to which the announcement expressly refers. Neither the duration of the contract nor the minimum required fee are detailed in the text of the gazette, beyond the tender price set at 0 euros per year.

A service that sustains the life of the municipality

The call for bids adds to the recent administrative activity of the town council, which in recent weeks has published in the same bulletin the modification of the fiscal ordinance for the municipal cemetery service (2026-2639) and the public information regarding an environmental license for a small livestock farm within the municipal district (2026-2812). The mayor of the town is Francisco Javier Trullenque Sánchez.

The same issue of the bulletin includes another tender with similar characteristics in the province: the City Council of Arens de Lledó is calling for the lease of its rural multi-service establishment, featuring a bar-restaurant, terrace, and seven rooms, through an urgency procedure with a deadline of 10 calendar days (2026-3043).

The tender for Bar La Malena comes with a starting price of 0 euros, indicating that the municipal interest is not to collect revenue but to ensure that the establishment remains open and providing service. In small municipalities, the bar functions as a meeting space and as the only dining and social point available for residents and visitors.
