Las Palmas appoints Jorge de la Rosa as Technical Advisor to the Mayor's Office

The City Council of Las Palmas de Gran Canaria has made public the appointment of Jorge de la Rosa del Toro as temporary staff Technical Advisor to the Mayor’s Office, a position of trust and advisory attached to the 2023-2027 corporate mandate. The decision is formalized through Mayoral Decree number 30940/2026, dated August 31, 2026, and published in the Official Gazette of the Province of Las Palmas number 107, dated September 7, 2026, in the Local Administration section, page 15644.

The announcement is disseminated in execution of the provisions of article 104.3 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, which requires the publication of appointments of temporary staff, their remuneration scheme, and their dedication in the provincial gazette. The interested party, with DNI number 8503*, will occupy the position identified in the Job Classification List with the code GAL-E-23, linked to position 3EVE023.

Regulatory framework and competent body

The appointment is based on article 104 of Law 7/1985, which grants the Mayor the power to freely appoint and dismiss such personnel, and on article 12 of Royal Legislative Decree 5/2015, which approves the Revised Text of the Law of the Basic Statute of the Public Employee. The legal basis is completed by Royal Legislative Decree 781/1986 and article 15.2 of the Organic Regulation of the Government and Administration of the City Council, which provides that advisors be appointed by Decree.

The file incorporates the agreements that establish the framework of the position:

• Plenary agreement of March 27, 2026, by which the organic staff establishment for the 2026 fiscal year is approved.
• Agreement of the City Government Board of June 21, 2023, which determines the number, designation, and characteristics of the temporary staff for the 2023-2027 mandate, modified by agreement of November 28, 2024.
• Plenary agreement of June 23, 2023, which sets the remuneration for the temporary staff of the Corporation.

Remuneration and budgetary allocation

The position of Technical Advisor to the Mayor’s Office appears in the list of temporary staff with an annual remuneration of 47,047.50 euros. To cover the expenditure for the period between September 1 and December 31, 2026, the Decree authorizes and allocates the following credits:

• 12,635.60 euros as basic remuneration, charged to budgetary application 00001.91200.11000 and accounting document RC 202620002741003.
• 3,046.77 euros for the employer’s contribution to the General Treasury of the Social Security, charged to application 01136.23100.16000 and accounting document RC 202620007540124.

The total expenditure amounts to 15,682.37 euros, and the file is classified, according to Base 27 of the Execution of the General Budget for 2026, among the expenses not subject to prior audit.

Terms of appointment and taking office

The interested party must take office immediately upon receipt of the notification of the Decree. As temporary staff, their termination shall be discretionary and will occur automatically when the mandate of the authority to whom they provide their trust function ends or expires, without this condition being able to constitute merit for access to the Civil Service or internal promotion.

Against this act, which is final in the administrative route, an appeal for reversal may be filed within one month or a contentious-administrative appeal before the Contentious-Administrative Court of Las Palmas within two months.

The publication of this appointment reinforces the direct advisory staffing of the Mayor’s Office in the final stretch of the 2023-2027 mandate, guaranteeing the transparency required by local government regulations regarding the trust positions of the capital’s Corporation.
