Las Palmas aporta 32.500 euros para mantener la Ventanilla Única Empresarial

The City Council of Las Palmas de Gran Canaria will provide 32,500 euros in 2026 to maintain the Business Single Window service (VUE-PAE) managed by the Official Chamber of Commerce, Industry, Services and Navigation of Gran Canaria. The collaboration agreement was approved by the Governing Board of the city of Las Palmas de Gran Canaria on October 15, 2026, and signed on October 19, and is published in the Official Gazette of the Province of Las Palmas number 128, of October 26, 2026, in section III (Local Administration), announcement 3,412, with official reference 2,162,193.

The text is disseminated in application of article 29 of Law 12/2014, of December 26, on transparency and access to public information, and article 93.2 of Law 3/2026, of June 16, on island councils, which extends active publicity obligations to Canarian city councils and their dependent entities. The publication is ordered by the councilor of the Government Area of Local Development, Collective Passenger Transport, Solidarity, Tourism and Sea City, Pedro Quevedo Iturbe, by Decree 26777/2023, of June 26.

A service with inter-administrative collaboration since 1999

The agreement is based on a trajectory that began on December 21, 1999, when the Autonomous Community of the Canary Islands, the Island Council of Gran Canaria, the City Council of Las Palmas de Gran Canaria, and the Official Chamber of Commerce, Industry, Services and Navigation of Gran Canaria began to jointly provide the Business Single Window Service. The immediate precedent is the agreement signed on June 2, 2025, to ensure the continuity of the VUE-PAE during the 2025 fiscal year.

The municipal jurisdictional basis is located in article 11 of Law 7/2015, of April 1, on Municipalities of the Canary Islands, which attributes to city councils the promotion and encouragement of municipal economic and social development. The Chamber acts in accordance with Law 4/2014, of April 1, on Official Chambers of Commerce, Industry, Services and Navigation.

The objective is municipal participation in a comprehensive processing service for the creation of companies, which concentrates the procedures necessary to start activity before a single administrative structure and reduces the bureaucratic burden on the entrepreneur. The scope of application is the island of Gran Canaria.

Distribution of funding and payment schedule

The projected budget for 2026 amounts to 111,410 euros, co-financed by three administrations:

  • Government of the Canary Islands: 46,410 euros.
  • Island Council of Gran Canaria: 32,500 euros.
  • City Council of Las Palmas de Gran Canaria: 32,500 euros.

The municipal contribution is charged to budget application 02011/433.00/489.36, through the Local Development, Consumption, and Tourism Service. Payment is made in advance with a 20% retention to constitute the guarantee, in accordance with base 38, section 4.3, of the Budget Execution Bases:

  • 26,000 euros (80%) once the agreement is signed.
  • 6,500 euros (20% retained) once all activity has been justified.

The grant is compatible with other aid from regional, insular, or municipal administrations, provided that the cost of the activity is not exceeded.

Eligible expenses and obligations of the Chamber

Only current maintenance and operating expenses are financed, with no investment items. These include the use of the premises, utilities, materials and consumables, subscriptions, travel to VUE-PAE fairs and congresses, advertising and promotion, staff training in fiscal, commercial, and accounting matters, publication of materials, and monitoring studies.

The Gran Canaria Chamber of Commerce, as manager, undertakes to coordinate and manage the services, provide physical space and IT equipment, maintain payment control through a specific account, cover the ordinary expenses of the office, and justify the funds received.

Monitoring, justification, and validity

A Coordination Commission is established with at least one representative from each party, which approves the annual budget and monitors the actions. It must meet at least twice a year, and one of those sessions, dedicated to the budget, shall be held before the last quarter.

The justification must be submitted before February 28 of the following year, including an activity report, a certificate from the Secretary General of the Chamber, an income and expenditure budget, and the total executed budget. Expenses initiated as of January 1, 2026, are counted. The agreement takes effect from its signing and will remain in force until December 31, 2026.

Failure to comply with the obligations will lead to the reimbursement of the amount received with late payment interest, according to article 37 of the General Grants Law.

The maintenance of the VUE-PAE conditions the direct assistance to those starting an economic activity in Gran Canaria: without the municipal contribution, the service would lose one of its three sources of funding, and the processing of new companies would be exposed to a reduction in office personnel and resources.
