Regulatory Framework and Origin of the Call

The call is issued under article 39 of the Personnel Statute of the Cortes of Castilla y León and responds to the Public Employment Offer for the year 2026, approved by agreement of the Board of the Permanent Deputation of the Cortes of Castilla y León on March 27, 2026 (published in BOCCL No. 522, dated April 10, 2026).

The positions are endowed with the remunerations established in the Budget of the Cortes of Castilla y León. The selection system is a competitive examination, consisting of two mandatory and eliminatory exercises.

  • Open track: 7 positions, of which 1 is reserved for persons with a disability degree equal to or greater than 33%.
  • Restricted track: 7 positions for staff from other bodies of the Cortes of Castilla y León with sufficient qualifications, in accordance with article 41, paragraph 3, of the Personnel Statute.
  • Positions not filled by the restricted track or by the disability reservation will be added to the open track.
  • Each applicant may only apply through one of the tracks.

Exemptions apply, among others, to those who prove a disability equal to or greater than 33%, members of large families, victims of terrorism, victims of gender-based violence, and unemployed persons with at least six uninterrupted months of registration.

Two Eliminatory Exercises

The first exercise consists of a questionnaire of a maximum of 100 questions with four alternative answers: 75 on blocks I, II, and III of the syllabus and 25 on block IV, with special reference to spelling and grammar. The maximum time is 120 minutes, and 10 reserve questions are planned.

The second exercise comprises two practical tests:

  • Typewritten transcription of a text for 10 minutes, with a minimum speed of 250 net keystrokes per minute (2,500 for the entire test).
  • Resolution of practical administrative assistance cases, using Microsoft Word and Microsoft Excel, in a maximum of 120 minutes.

Each exercise is graded out of 100 points and requires a minimum of 50 points to pass. The number of candidates who can pass the first exercise is limited to the 100 best, and the exercises for the restricted shift will be held prior to those of the open shift. At least three months must elapse between the publication of the rules and the date of the first exercise.

Appointment and candidate pool

The Evaluating Board, appointed by the Board of the Cortes, will submit the appointment proposal to the President of the Chamber, which will be provisional. Personnel appointed as trainees will be so for a period of no less than six months and must join within a maximum period of one month from the publication of the appointment.

Additionally, a pool of successful candidates without a position will be established, ordered by score and with priority for the restricted shift list, which the parliamentary administration will use to fill positions in the Official Administrative Corps. The agreement is signed by the president of the Cortes, Francisco Javier Vázquez Requero, and the secretary, Daniel de la Rosa Villahoz.

The call opens a stable access route to regional public employment for candidates in Castilla y León, with fourteen destinations in the parliamentary administration and a process that combines legal and administrative knowledge with the office skills required in the daily performance of an administrative secretariat.
