The Cortes authorize the Advanced Framework Agreement between Europe and Chile

The Cortes Generales have authorized the Advanced Framework Agreement between the European Union and its Member States, on the one part, and the Republic of Chile, on the other part, signed ad referendum in Brussels on 13 December 2023. The Congress of Deputies granted its authorization on 14 May 2025 and the Senate on 18 June 2025. The agreement is included in the summary of international agreements authorized during 2025 published in the bulletin Leyes de las Cortes Generales of 31 December 2025.

The full text of the treaty was published in the BOCG Cortes Generales, Serie A, No. 115, of 7 February 2025. With the approval of both chambers, Spain completes the internal procedure prior to ratification of an instrument that modernizes the largest trade agreement that the European Union maintains with a Latin American country.

The new framework redefines the rules of exchange with Chile, opens markets to Spanish exporters and investors, and updates the conditions of access to goods, services and investment in the Andean country, one of the EU’s most relevant trading partners in the region.

A treaty signed ad referendum

The agreement was signed ad referendum in Brussels on 13 December 2023, a formula by which the text is subject to subsequent ratification by the parties. Its processing in Spain began with the publication of the text in the BOCG Cortes Generales, Serie A, No. 115, of 7 February 2025, and was completed in 2025 with the authorization of both chambers.

The parliamentary process

• The Congress of Deputies authorized the agreement on 14 May 2025; the authorization was published in the BOCG Congreso de los Diputados, Serie C, No. 54-3, of 22 May 2025.
• The Senate granted its authorization on 18 June 2025; the authorization was published in the BOCG Senado, Section III, No. 280_2564, of 24 June 2025.
• With both authorizations, the agreement is included in the annual summary of international agreements of the Cortes Generales published on 31 December 2025.

What it means for Spain and Chile

The parliamentary authorization enables Spain to complete the ratification of an agreement that updates the trade framework with Chile and adapts it to the new rules of international trade. For Spanish companies, the text expands export and investment opportunities in a market with which Spain maintains close economic, cultural and institutional ties.

For Chile, the agreement consolidates its position as a preferred partner of the European Union in Latin America, with modernized rules on tariffs, services, investments and commercial dispute resolution.

Definitive entry into force will depend on the completion of ratification procedures in the European Union, its member states and Chile. With the authorization of the Cortes, included in the bulletin Leyes de las Cortes Generales of 31 December 2025, Spain closes one of the commercial milestones of the year: a renewed framework with the Latin American country with which the EU maintains its largest trade agreement.
