Las Cabezas de San Juan approves the regulations for distinctions for its Local Police

The City Council of Las Cabezas de San Juan has definitively approved the Regulations for commendations, decorations, and honorary distinctions for the Local Police, the full text of which is published in the Official Gazette of the Province of Seville number 165, dated August 26, 2026. The decision was adopted by the Plenary Council in an ordinary session on June 25, 2026, and the agreement is recorded in the announcement signed by the acting mayor-president, Carmelo Muñoz Adame.

The file was submitted for public information and hearing of interested parties for a period of thirty business days via an announcement published in the BOP of Seville number 127, dated July 3, 2026. As no claims or suggestions were submitted, the initially provisional agreement is understood to be definitively adopted, in accordance with articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and 56 of the Revised Text of the Local Regime.

A regulatory framework to recognize police merit

The regulations, which are based on Organic Law 2/1986 on Security Forces and Corps, and Law 6/2023, of July 7, on the Coordination of Local Police in Andalusia, seek to recognize in an objective and orderly manner the exceptional actions, services, or conduct of officers. All distinctions are exclusively honorary in nature and do not grant any economic rights.

The text establishes four types of recognition:

• Cross of Merit of the Local Police of Las Cabezas de San Juan, with red distinction and green distinction.
• Cross for Dedication to Police Service, in bronze, silver, gold, and gold plaque categories.
• Citizen Protection Medal of Las Cabezas de San Juan.
• Commendation in the Plenary of the City Council.

Requirements and granting procedure

The Police Merit Cross rewards singular actions involving notorious risk, exceptional solidarity, or extraordinary professionalism, and may be awarded posthumously. The Cross for Dedication recognizes constancy based on years of service:

• Bronze: 15 years of service with irreproachable conduct.
• Silver: 20 years of service.
• Gold: 25 years of service.
• Gold Plaque: 30 years of service.

The granting is processed through a file instructed by the General Secretariat, with a mandatory report from the Chief of the Local Police, and is resolved by the Commission for the Valuation, Approval, and Granting of Police Distinctions, which decides by absolute majority with a casting vote from the mayor. The proposal is submitted to the Plenary for approval. Those with an open disciplinary file, a final conviction for a serious or very serious offense, or those involved in criminal proceedings are excluded.

Delivery, registration, and entry into force

The awarding of the distinctions shall be celebrated with the utmost solemnity on the feast day of the Guardian Angels (October 2), with the reading of the granting agreement and the use of the gala uniform. The distinctions shall be entered into a Registry Book managed by the general secretary and shall be recorded in personal files as merit for internal promotion calls.

The regulations shall enter into force fifteen days after their publication in the Official Provincial Gazette. Against the agreement, which exhausts administrative remedies, interested parties may file a contentious-administrative appeal within two months from the day following the publication of the announcement.

The new regulation provides the municipality with a stable instrument to assess the work of its officers and those who collaborate with the force, reinforcing the institutional recognition of an essential public service close to the citizen.
