Lanzarote cambia a Aparicio Betancort por Vázquez en el Consejo de Gobierno

The Insular Council of Lanzarote and La Graciosa has renewed part of its governing body: Presidency Decree 2026-8142, dated October 27, 2026, appoints Francisco Javier Aparicio Betancort as a member of the Insular Government Council, replacing Ángel Vázquez Álvarez. The decision of the corporation’s president is published in the Official Gazette of the Province of Las Palmas, number 130, Friday, October 30, 2026, in announcement 3.472 (page 18672).

The same decree reorganizes the secretariat of the collegiate body: it appoints María Jesús Tovar Pérez as counselor-secretary of the Insular Government Council and Aparicio Betancort as alternate counselor-secretary for cases of her absence or illness. The resolution is issued under Article 141 and Article 148 of the Organic Regulation of the Insular Council of Lanzarote (ROCIL), in relation to Article 67.2 of Law 3/2026, of June 16, on Insular Councils.

The decree is based on the Organic Regulation approved by the Council, published in the Official Gazette of the Canary Islands, number 13, January 21, 2026, and notes that the Insular Government Council is composed of the president, the holders of the vice-presidencies, and the counselors appointed by the president, regardless of whether they are elected members.

The file is based on two immediate precedents:

  • Decree 2023-4268, of June 27, 2023, by which the members of the Insular Government Council were appointed, subsequently modified by decrees 2023-4754, of July 24, 2023; 2023-4761, of July 25, 2023; 2025-0437, of January 27, 2025; 2025-2918, of May 6, 2025, and 2025-2941, of May 7, 2025.
  • The agreement of the Insular Government Council of August 31, 2026, which established the composition of the body and appointed Ángel Vázquez Álvarez as counselor-secretary, with María Jesús Tovar Pérez as alternate.

The decree orders that the Plenary of the Council be notified, in accordance with Article 42 of the Regulation of Organization, Operation, and Legal Regime approved by Royal Decree 2568/1986, of November 28, and its publication in the provincial gazette and on the corporation’s notice board. The signature corresponds to the managing counselor of the Presidency, Miguel Ángel Jiménez Cabrera, by delegation of signature from the president granted via Decree 2023-4715, of July 21, 2023.

The new composition of the governing body

With this change, the Insular Government Council of the Council of Lanzarote and La Graciosa is composed of the president of the corporation and the following counselors:

  • María Ascensión Toledo Hernández.
  • Cinthia Aroa Revelo Betancort.
  • Miguel Ángel Jiménez Cabrera.
  • Samuel Carmelo Martín Morera.
  • María Jesús Tovar Pérez, now counselor-secretary.
  • Francisco Javier Aparicio Betancort, new member and alternate secretary.
  • Armando de los Ángeles Santana Fernández.

Joining them are the two non-elected members: Juan Francisco Monzón Rosales and Antonia Honoria Machín Barrios. The decree specifies that the remaining previously appointed members are maintained without alteration.

A distribution of competencies in full reorganization

The move comes after other internal adjustments within the island’s governing group. Decree 2026-7779, of October 14, 2026, published in the Official Gazette of the Province of Las Palmas number 125, of October 19, delegated to María Jesús Tovar Pérez the Area of Art Centers, Culture and Tourism (EPEL-CACT), which until then had been reserved for Ángel Vázquez Álvarez, and renamed it as the Area of Project Planning and Coordination, Treasury and Procurement, and Art Centers, Culture and Tourism.

Aparicio Betancort already appeared in the framework of delegations approved by the Island Government Council on August 31, 2026, and published in bulletin number 107, of September 7, 2026, where he was assigned the signing of grant resolutions for the Sports Area.

The handover therefore consolidates a new balance of areas and responsibilities within the island’s governing team just over a year before the end of the corporate mandate, and grants Tovar Pérez formal control of the secretariat of the body that decides the delegated competencies of the Cabildo.
