The Langreo City Council has published in the Official Gazette of the Principality of Asturias the full text of the urban planning agreement signed with Iberdrola Generación Térmica, S.L. to reorganize the lands of the former Lada thermal power plant. The announcement, with reference 2026-07971 and file 3667/2026, appears in BOPA no. 196, dated October 9, 2026, within section IV, Local Administration-City Councils.
The agreement comes after a long administrative process. The Plenary Council initially approved the proposal on November 8, 2024; the file was submitted for public review for one month, in accordance with article 213 of the revised text of the legal provisions in force regarding land use and urban planning (TROTU); and the Plenary ratified the proposal on February 27, 2025. The agreement was signed on April 1, 2025, and is now published for general knowledge.
The objective is the reorganization of the former Lada thermal power plant, in La Felguera-Langreo, and the landscape and environmental integration of the planning within the framework of the Hydraulic, Morphological, and Environmental Restoration Project of the Nalón River in Lada, executed by the Cantabrian Hydrographic Confederation (CHC). The planning instrument is a Special Plan, already definitively approved by the Plenary on May 28, 2026, and published in BOPA no. 158, dated August 17, 2026.
The free transfer of land
Iberdrola Generación Térmica freely transfers and conveys to the Langreo City Council the lands that make up the resulting plots EL1, EL2, EL3, and EL4, which total 61,594.77 m² and represent 25.5% of the original estates of the subdivision project.
- EL1: 3,476.55 m², consolidated urban land for public-use open spaces.
- EL2: 11,181.42 m², same classification.
- EL3: 1,526.52 m², same classification.
- EL4: 45,410.28 m², same classification.
The City Council accepts the transfer and undertakes to make the land available to the CHC to execute the river restoration project. Once the Special Plan is approved, Iberdrola will grant a public deed to formalize the transfer.
Possession, deadlines, and licenses
Although ownership passes to the City Council, Iberdrola Generación Térmica retains immediate possession of the plots for the duration of the decommissioning, the land characterization studies, and any potential treatments. The company may not erect new buildings or additional installations.
- Return of plot EL2 free of charges: deadline June 30, 2026.
- Perimeter separation fencing at the expense of the City Council: completed before June 30, 2026.
- Validity of the agreement: until June 30, 2026, unless fulfilled early.
- Additional six-month extension if Iberdrola requests it in writing one month in advance.
The City Council undertakes to process authorizations and licenses expeditiously, in particular the provisional use of the 132 kV/27 kV substation requested by i-DE Redes Eléctricas Inteligentes, S.A.U., and the construction license to bury overhead lines and remove supports.
Who signs and with what commitments
The agreement is signed by Mayor Roberto Marcos García Rodríguez, on behalf of the City Council of Langreo, and Andoni Redondo García de Baquedano and Ramón Viudes Simó, representing Iberdrola Generación Térmica, S.L. (Unipersonal), with CIF B-95924239 and registered office in Bilbao.
The text includes an ethical clause against fraud and corruption, obligations to publicize the collaboration—including the mention and inclusion of the company’s logo in communication actions and interpretive totems—and a data protection clause.
The agreement organizes industrial land and open spaces in the surroundings of the Nalón and establishes who occupies, when, and with what limits certain plots that until a few years ago housed the thermal power plant, a matter that directly affects neighbors, owners, and activities of the council.
