Por FactBox Admin

The mayor of Algeciras, José Ignacio Landaluce Calleja, has revoked the appointments of the deputy mayors, the generic delegations, and the exclusive dedication assignments of twelve councilors from the Municipal Group of the People’s Party, after they submitted their resignations from these positions. The decision is formalized in a Mayoral decree processed under file 45596/2026, signed on October 14 and published in the Official Gazette of the Province of Cádiz no. 206, of October 26, 2026.
The file begins with the Entry Registry 2026-E-RC-21654, of October 13, 2026, submitted by the Municipal Group of the People’s Party of Algeciras, the subject of which is “Resignation from positions of 12 PP councilors.” The decree is based on article 21.3 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, articles 43 et seq. and 46 et seq. of the Regulation of Organization, Operation and Legal Regime of Local Entities (Royal Decree 2568/1986, of November 28), and the power to revoke conferred delegations recognized by article 13.6 of Law 30/1992.
The text bears the signature of the mayor and the secretary general, José Luis López Guio, and provides that the Municipal Plenary be informed in the first session it holds, with personal notification to the appointees and publication in the BOP and on the Municipal Notice Board, without prejudice to its effectiveness from the same day it is issued.
Deputy mayors: from seven to none
The first section revokes the appointments conferred by Decree number 5787, of June 26, 2023, which affected:
- Jacinto Muñoz Madrid, first deputy mayor
- María Pilar Pintor Alonso, second deputy mayor
- Susana Rosa Pérez Custodio, third deputy mayor
- Paula Conesa Barón, fourth deputy mayor
- Juana Isabel Cid Vadillo, fifth deputy mayor
- Javier de las Montañas Vázquez Hueso, sixth deputy mayor
- Jorge Juliá Aguilera, seventh deputy mayor
- María Solanes Mur, ninth deputy mayor
Government areas and generic delegations
The second section nullifies the appointments and attributions of Decree number 5809, of June 27, 2023, which distributed the political area presidencies:
- Jacinto Muñoz Madrid: Public Safety
- María Solanes Mur: Treasury and Personnel
- Paula Conesa Barón: Family and Social Affairs
- Juana Isabel Cid Vadillo: Citizen Participation, Fair and Festivals
- María Pilar Pintor Alonso: Culture
The third section revokes the generic delegations of Decree number 5788, of June 26, 2023, including Personnel, Local Police and Traffic, Urban Mobility (Jacinto Muñoz Madrid); Economy and Finance, Municipal Heritage and Informatics (María Solanes Mur); Equality and Social Welfare and Procurement (Paula Conesa Barón); Education, University and Environment (Javier de las Montañas Vázquez Hueso); Culture and Historical Heritage (María Pilar Pintor Alonso); Economic Development and Employment, Training, Industry and EMALGESA (Álvaro Márquez Moreno); Trade, Markets, Health and Consumption (Sabina Quiles Granados); Parks and Gardens, Cemeteries and Beaches (Ángel Martínez León); Statistics, Youth, Fishing and Sustainable Development (Francisco Javier Arango Mejías); Citizen Participation and Sports (Jorge Juliá Aguilera); Media (EMCALSA), Tourism and City Promotion (Susana Rosa Pérez Custodio); and Fairs and Festivals (Juana Isabel Cid Vadillo).
Exclusive dedications and withdrawn signatures
The fifth point withdraws the financial allocation for exclusive dedication approved by the Plenary in the extraordinary session of June 30, 2023, in its seventh point, for the twelve affected councilors: Jacinto Muñoz Madrid, María Pilar Pintor Alonso, Susana Rosa Pérez Custodio, Paula Conesa Barón, Juana Isabel Cid Vadillo, Javier de las Montañas Vázquez Hueso, Jorge Juliá Aguilera, María Solanes Mur, Ángel Martínez León, Francisco Javier Arango Mejías, Sabina Quiles Granados and Álvaro Márquez Moreno.
The decree also withdraws from Francisco Javier Arango Mejías the signature for the visas of certifications issued by the Records Office, from Paula Conesa Barón the presidency of the Procurement Boards, and from Jacinto Muñoz Madrid the signature of the agreements adopted by the Local Government Board, as well as the power to sanction acts of disobedience to his authority or violations of municipal ordinances.
The reorganization leaves the Algeciras City Council without deputy mayors or active area delegations and forces the Mayor’s Office to assume or redistribute competencies as sensitive as Finance, Personnel, Public Safety, Procurement and Urban Planning, in a large municipality with a local government in the minority following the departure of twelve of its councilors.
