Landaluce reorganizes the deputy mayoralties of Algeciras and establishes their order
Por FactBox Admin

The mayor of Algeciras, José Ignacio Landaluce Calleja, has revoked the appointment of Yessica Rodríguez Espinosa as eighth deputy mayor and has designated a new hierarchy of three deputy mayors. The new structure places Rodríguez Espinosa as first deputy, Patricia María Bueno Montero as second, and Vicente Palomares Godoy as third. The Mayoral decree is published in the Official Gazette of the Province of Cádiz no. 211, dated November 3, 2026, under announcement number 363.164.
The text is processed under file 45596/2026, within the procedure for Delegations and Avocations of Competencies, and its registration subject is listed as “Resignation of positions by 12 PP councilors.” The resolution is based on article 23.4 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and article 46.1 of Royal Decree 2568/1986, of November 28, which approves the Regulation of Organization, Operation, and Legal Regime of Local Entities. The decree was issued on October 14, 2026, and bears the signature of the mayor and the general secretary, José Luis López Guio.
Three deputies and a closed order of substitution
The new distribution is as follows:
- First deputy mayor: Yessica Rodríguez Espinosa.
- Second deputy mayor: Patricia María Bueno Montero.
- Third deputy mayor: Vicente Palomares Godoy.
All three are councilors and members of the Local Government Board. The decree establishes that the appointees, as deputy mayors, are responsible for substituting the mayor in the entirety of his functions, according to the order of their appointment, in cases of absence, illness, or impediment that prevents the mayor from exercising the functions entrusted to him by current legislation. In other words, the order of precedence is closed within that triple hierarchy.
From eighth deputy to first
The resolution nullifies the previous appointment of Rodríguez Espinosa as eighth deputy mayor, granted by Decree number 5787, of June 26, 2023. That scheme, established at the beginning of the term, extended up to the ninth deputy, and Rodríguez Espinosa herself had been signing decrees and announcements as eighth deputy and delegate for Urban Planning, Roads and Works, Lighting, EU Funds, and Innovation. With the new decree, she moves from the eighth position to the first and assumes the preferential substitution of the mayor.
The reorganization also incorporates two names that did not appear in the previous hierarchy: Bueno Montero and Palomares Godoy, who enter directly as second and third deputies. The remaining deputy positions included in the 2023 system are no longer covered by this decree, which only designates three holders.
Delegations and effects from the same day
The decree adds that the aforementioned deputy mayors, as members of the Local Government Board, shall hold the generic delegations assigned to them by the mayor, in accordance with Article 23.3 of Law 7/1985. The regulation requires that the resolution be reported to the municipal Plenary in the first session held, notified personally to those appointed, and published in the Official Provincial Gazette and on the notice board of the City Hall, without prejudice to its effectiveness from the same day it is issued, that is, from October 14, 2026.
The change in ranking has a direct political reading in the council: the first deputy mayor is the one who assumes all the functions of the mayor when the latter is absent, ill, or impeded, and also the one who presides over the sessions when the mayor must abstain on a specific point. With three deputies instead of nine, the chain of substitution is concentrated in Rodríguez Espinosa, Bueno Montero, and Palomares Godoy, and the internal distribution of power and delegations is reorganized around these three names for the remainder of the term.
