The Land Transport Authority of Singapore has declared that five parcels of land set aside as street reserves now vest in the Government with immediate effect, acting under section 14 of the Street Works Act 1995. The parcels, located at Holland Road, Jalan Ulu Siglap, Koon Seng Road, Meng Suan Road and Tomlinson Road, are required for the construction of new roads and road-improvement works.

Legal basis and effect of the declaration
The instrument is a declaration under section 14 of the Street Works Act 1995, the provision that allows street reserves to be vested in the Government once they are required for road purposes. The notice records that the parcels were set aside under planning proposals approved by the Competent Authority and incorporated into the plans lodged with the Chief Surveyor, the two preconditions recited before the vesting takes effect.
The declaration states that the parcels “shall vest in the Government with effect from the date of this Declaration”, meaning no further notice period applies to affected landowners and occupiers. The document is dated 2 October 2026 and signed by Dr Tan Pui Lai, Director, Geomatics & Land (DGL), at the Land Transport Authority, Singapore.
The vesting transfers the five lots to state ownership for road construction and improvement, and it follows the standard sequence used for street reserves: planning approval, lodgement of plans with the Chief Surveyor, and a gazetted section 14 declaration. Owners and occupiers of the affected lots at Holland Road, Jalan Ulu Siglap, Koon Seng Road, Meng Suan Road and Tomlinson Road should treat the Government as the vested owner from 2 October 2026, and any compensation or access questions arising from the transfer will follow from this published declaration rather than from a separate instrument.
