The Government has replaced a LAB representative on the Professional Administration Council

The Basque Government has replaced the member representing the LAB union on the Administrative Council of Lanbide-Basque Employment Service. The order signed on September 9 by the Second Vice President of the Government and Minister of Economy, Labor and Employment, Miguel Torres Lorenzo, decided to remove the titular member Jokin Zubiria Lagunilla from office and appoint Gorka Vidal Alvaro as his replacement. The decision was published under official reference 2026/4001 in issue number 183 of the Boletín Oficial del País Vasco gazette, on September 24, 2026, in the “Other provisions” section.

Representation initiated by the union’s request

The change did not come from the Government’s own initiative. On September 2, 2026, the LAB union —full name, Federación de Asociaciones Obreras Sindicales-Langile Abertzaleen Batzordeak— sent a letter to the department notifying them that they needed to replace their representative member on the Administrative Council. After receiving that letter, the order carried out the resignation and subsequent appointment, both for the position of titular member.

Tripartite and parity organ

Lanbide-Basque Employment Service is a public entity under private law, and Law 15/2023, of December 21, regarding employment, establishes that its mission is to promote the development of the right to decent work and guarantee the employability of people. The entity is based on Law 3/2022, of May 12, regarding the public sector, and the statutes approved via Decree 93/2025.

According to Article 6.1 of the statutes, the Administrative Council is the highest organ for the direction and control of the entity, and it has a tripartite and parity composition. Article 6.2 specifies the composition as follows:

• Presidency and four members: The public sector of the Basque Autonomous Community.
• Five members: The largest union representatives in the Basque Country.
• Five members: The largest intersectoral business organization representatives in the Basque Country.

Among the public sector members are, among others, the Minister of Employment, the director of Lanbide, the deputy minister of employment, and two members appointed upon the proposal of the departments of professional training and economic development. The five members from unions and business organizations are distributed according to proportional representation, and in all cases, the presence of those with the largest representation is guaranteed.

Procedure for appointments

Article 9 of the statutes establishes that the appointment of titular members and their substitutes is made by order of the Minister of Employment. This method was also used to establish the previous composition: the order of October 3, 2025, by the Second Vice President of the Government and Minister of Economy, Labor and Employment, appointed all members of the Administrative Council, and was published in issue number 197 of the BOPV gazette, on October 16, 2025. The current order introduces a specific change to that composition and does not affect it in its entirety.

Entry into force and effect

According to the sole final provision of the Order, the decision takes effect from the day it is approved, that is, from September 9, 2026. Consequently, Gorka Vidal Alvaro is already the titular member with representation from LAB, and Jokin Zubiria Lagunilla has left the position. This change does not alter the tripartite balance of the body, but it specifies the internal distribution of union representation and updates the composition of Lanbide’s governing body according to the current statutory framework.
