Lanbide-Basque Public Employment Service has published a call for grants for comprehensive employment, training, and job placement projects in issue number 206 of the Official Gazette of the Basque Country, on October 28, 2026. The call was made public through the Resolution of October 20 by Director General Francisco Pedraza Moreno, and was approved by the Administrative Council of Lanbide at its meeting on October 19. The program allocates 7,950,380 euros for the 2026 and 2027 exercises and includes, among others, activities linked to administrative regularization processes, provided they serve the purpose of job placement.

Three funding lines and territorial distribution

The budget for the call is divided into three subsidy lines, with each type of return adapted to the core of the employment process:

  • Line 1, for comprehensive prospecting, guidance, and training projects: 3,400,000 euros (2,074,810 euros from the 2026 payment credit and 1,325,190 euros from the 2027 commitment credit).
  • Line 2, for intensive activation for direct job searching: 3,400,000 euros, with the same distribution.
  • Line 3, for employment contracts derived from the projects: 1,150,380 euros (50,380 euros in 2026 and 1,100,000 euros in 2027).

The amounts may be increased by 10% if budget modifications are approved. The credit is distributed among the historical territories: Araba 16.16%, Bizkaia 50.39%, and Gipuzkoa 33.45%; funds not exhausted in one territory will be allocated to projects in other territories, following the order of submission of requests. The grants, in whole or in part, may be co-financed by the European Social Fund through the ESF Plus Basque Country 2021-2027 program.

Who can submit projects

The call includes a wide spectrum of public and private organizations as beneficiaries, provided that the technical and organizational capacity requirements corresponding to the project characteristics are verified:

  • Provincial Councils and the provincial public sector, municipalities of the Autonomous Community of the Basque Country, and the local public sector.
  • Entities of the public sector of the Autonomous Community, local or regional development agencies, and their associated organizations.
  • Chambers of Commerce, provided they have proven experience of at least 36 months in employment guidance actions between January 1, 2020, and December 31, 2025.
  • Accredited public and private training institutions or those registered in the Registry of Training Institutions.
  • Non-profit organizations aimed at socio-labor integration or those with 36 months of experience in job placement programs, including activities directed at migrants.
  • Private companies, individually or in groups, because they have hiring needs and participate in projects as promoters, assistants, or employment creators.

Projects may be developed individually or in collaboration; in cases of collaboration, a single organization will be the sole interlocutor before Lanbide, and temporary business associations or joint ventures may be formed if necessary. Each project will have a minimum of 8 and a maximum of 20 participants.

In-person training and result goals

Training activities, in groups, will last a minimum of 120 hours and a maximum of 560 hours, and will be delivered exclusively face-to-face; training to be carried out within the company, on the other hand, is based on specialty FCOO0026OV, lasting 100 hours, which may be adapted if necessary according to the start of employment. Goals have also been specified: at least 60% of those receiving training must complete it, and projects must achieve effective employment or progressive employment results for at least 50% of those who complete the itinerary.

The percentage amounts are as follows: 2,240 euros for the completion of an individual itinerary per participant, 1,150 euros for each person starting training in a productive environment and 1,500 euros for those completing it, while the subsidy for each contract depends on the qualification and duration:

  • University degree or master’s: 4,725 euros for contracts longer than six months and 15,750 euros for indefinite contracts.
  • Higher Vocational Training: 4,140 euros and 13,800 euros.
  • Intermediate Vocational Training, Baccalaureate or basic Vocational Training: 3,150 euros and 10,500 euros.
  • Compulsory Secondary Education or no studies: 2,500 euros and 8,300 euros.

These amounts will be increased by 15% if the hired person is 55 years or older or is a woman in a masculinized sector; they will be increased by 10% if the contract is indefinite and at least 70% full-time, and by 20% if both conditions are met simultaneously. The duration of contracts shall be at least six months for temporary ones, and must be maintained for 12 months for indefinite ones, with the following limits on the lowest gross annual salary: 31,500 euros for university degrees, 27,600 euros for higher Vocational Training, 18,700 euros for intermediate, and the current inter-professional minimum wage for the rest. Contracts must start before July 1, 2027.

The call specifically provides for projects to address the employment situations of people in administrative regularization processes, provided the essence of the project is employment. The following activities are considered instrumental: specific foreign national processing procedures will not be financed through reimbursements, but beneficiaries will be training, social integration verification, and support activities aimed at obtaining a job offer or contract, linked to administrative protection modalities or special regularization processes approved by the state administration.

Deadlines and resolution

Requests for integral projects shall be submitted electronically, through the LanF application, with one project request and a documentation memory each. The submission period begins the day after the publication of the resolution establishing the submission period, but the end date is set for October 15, 2026, which is a date prior to the publication. However, requests for employment contract subsidies must be submitted within two months after the start of the contract and, in any case, before October 30, 2027.

In all cases, a period of ten business days will be given to correct any deficiencies in the request, and projects will be approved through successive resolutions until the budget is exhausted. The resolution period is three months; as a result of administrative silence, the request will be considered denied, and an appeal may be filed against the resolution issued by the director of Administration and General Services before the general director of Lanbide, within a period of one month.

Window for the third sector

The call has a budget of 7,950,380 euros and is included in Lanbide’s Strategic Plan for the 2026-2029 period, with the goals of improving employability and matching labor supply and demand. Third-sector organizations and local entities have a fixed amount of money available per participant to develop the entire itinerary, and company commitments condition the feasibility of the project, as the call requires that the involvement of companies guarantees the actual employment of the participants.
