Lanbide will invest 8.15 million in local employment projects between 2026 and 2027
Por FactBox Admin

Lanbide-Basque Public Employment Service has approved a call for grants to finance local employment projects, with a total allocation of 8,153,669 euros. The call was published via resolution 2026/4513 in issue number 205 of the Official Gazette of the Basque Country on October 27, 2026, and was signed by general director Francisco Pedraza Moreno on October 20. The grants will take effect from the day following their publication, and projects must start before December 31, to be completed by June 30, 2027, at the latest.
The Governing Board approved the regulatory bases and the call during its meeting on October 19. The regulations are based on Law 3/2023 and Law 15/2023, as well as the Basque Employment Strategy 2030, which establishes the principle of territorial balance in employment policies. The call is included in Lanbide’s 2026-2029 Strategic Plan, under the “Local employment projects 2026-2027” grant line.
The allocation has been reduced because eleven local entities —municipalities and mancomunidades that have developed plans— will be financed through another program, and that financing is incompatible with this call. The bases also take into account the difference between women and men: according to data from January 2026, the unemployment rate was 11.3% among women and 8% among men, a difference of 3.3 points.
More than eight million for municipalities and mancomunidades
The amount will be distributed between two fiscal years, and maximum amounts for each territory have been established:
- 4,321,444 euros from the 2026 payment credit and 3,832,225 euros from the 2027 commitment credit.
- Distribution is based on the unemployed population of each municipality and region as of January 2026, with a minimum of 75,000 euros per region.
- Left Region (Ezker Eskualdea) receives the largest amount, with 1,403,342 euros; followed by Gobela (752,570) and Ibaizabal (743,060).
- The minimum of 75,000 euros is for the Alava Valleys, Gorbeia Surroundings, and Alava Highlands regions.
Beneficiaries may be mancomunidades, kuadrillas, associations of municipalities, or municipalities, as well as local development agencies dependent on them. However, entities that have a local employment and development plan are excluded, as they are financed by an incompatible program.
Two grant lines: employment promotion and hiring subsidies
The first line, for employment promotion, finances temporary hiring to improve the employability of unemployed persons. Contracts must be for at least three months, using contract codes 405/505, and salary costs will be covered for a maximum of six months, up to 12,500 euros per contract.
The second line supports the hiring of local companies, provided that net employment is created within the same workforce:
- 8,000 euros for each full indefinite contract.
- 10,000 euros for each indefinite contract, provided that the hired person is a beneficiary of RGI/IMV, under 35 years old, over 55 years old, or long-term unemployed.
- Between 3,000 and 6,000 euros, respectively, for indefinite contracts of three months and over six months that are not public visibility contracts.
- All amounts will have a 10% increase for contracts made with women.
Monthly deadline and justification in 2027
Applications must be submitted within a monthly period, starting from the day after publication, via the electronic office. Projects must be agreed upon by municipality or region, and the support of municipalities representing 51% or more of the population will be required, according to the census of January 31, 2026. The resolution period is six months from the submission of the application; if there is no resolution after that period, the application will be considered Rejected.
Payment will be made in two installments: 53% after the grant is awarded and 47% after justification. Justification can be submitted until November 30, 2027, and the follow-up of indefinite contracts must be verified before December 21, 2027. Contracts must be communicated through the Contrat@ application within ten business days.
The impact of the projects will extend until June 2027, and, as a result, this call spans the budget across two fiscal years. Local entities have only one month to prepare the application, which puts great pressure on the weak technical structures of smaller municipalities.
