Lalín modifies tax ordinances and repeals Doing Business bonuses
Por FactBox Admin

The plenary of the Lalín City Council provisionally approved on October 30, 2026, a joint modification of several tax and public price ordinances, including those regulating the Property Tax (IBI) and the Tax on Construction, Installations, and Works (ICIO), along with the repeal of the bonus regime of the Concellos Doing Business Galicia initiative. The announcement is published in the Official Gazette of the Province of Pontevedra (BOPPO), number 213 of Wednesday, November 4, 2026, in section I (Local Administration), with official reference 2026076522, and opens a public exhibition period of thirty business days.
The plenary agreement, adopted “with the legally required quorum” according to the text of the announcement, is processed in accordance with article 17, paragraphs 1 and 2, of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, and article 49 of Law 7/1985, of April 2, regulating the bases of the Local Regime. The file remains available to interested parties in the Council’s Treasury department.
The document was signed in Lalín on October 30, 2026, by the delegated councilwoman for Finance, María Paz Pérez Asorey, and expressly indicates that the definitive agreements for the modification of the ordinances will be subject to publication in the BOPPO.
The affected ordinances
The provisional agreement covers five modifications and one repeal:
- Tax ordinance number 1, regulating the Property Tax, file 5313/2026.
- Tax ordinance number 4, regulating the Tax on Construction, Installations, and Works, file 5308/2026.
- Ordinance number 34, regulating the public price for the municipal reconciliation service, file 5306/2026.
- General ordinance number 18, regulating the classification of streets by category, file 5299/2026.
- Ordinance 5302/2026, regulating the public price for the provision of services and use of cultural, educational, leisure, and similar facilities of municipal ownership, which the announcement links to file 5306/2026.
- Repeal of the bonus regime of the Concellos Doing Business Galicia initiative, through the modification of the tax ordinances regulating the IBI, the ICIO, and the Tax on Economic Activities.
Thirty business days to claim
The provisional agreements are displayed to the public on the Council’s notice board and the file submitted to the Plenary remains in the Treasury department for thirty business days. The period is counted from the day following the publication of the announcement in the BOPPO and in the newspaper of widest circulation in the province, and during this period, interested parties may examine the file and present any claims they deem appropriate.
During the public exhibition, anyone with a direct interest may file an appeal under the terms provided for in Article 18 of the Revised Text of the Law Regulating Local Treasuries. The announcement specifies that, once this period has elapsed without claims, the adopted agreements will be definitively approved.
Suppressed bonuses and effect on the receipt
The repeal affects the bonuses that the ordinances of the IBI, ICIO, and IAE maintained under the Concellos Doing Business Galicia initiative. The published text does not detail percentages or economic amounts of the modifications, meaning that the concrete scope of each change will be known with the wording of the ordinances that are definitively approved and their publication in the provincial bulletin.
The impact is twofold for the residents: the two figures that most directly affect the pocket are the IBI receipt, which taxes real estate property, and the ICIO, which is settled on the occasion of building permits. To this is added the IAE, which affects companies with activity in the municipality. The modification of general ordinance number 18, for its part, affects the classification of streets by categories, an element that conditions other local tax figures.
The procedure is not yet closed. Any person with a direct interest has thirty business days from November 5, 2026, to consult the file at the municipal offices and present claims. If none are presented, the modification will be definitively approved without the need for a new plenary pronouncement, and it will then be when the full text is published in the BOPPO. For the taxpayers of Lalín, the calendar is decisive: the result of this processing will determine the amount of municipal taxes they will pay in the next fiscal year and the conditions applicable to building permits and economic activity in the council.
