Labora calls for 1.7 million for support units of special centers

Labora Valencian Employment and Training Service has announced public subsidies intended for the creation or maintenance of professional activity support units in special employment centers (CEE) for the 2026 fiscal year. The resolution, signed by the general director Antonio Galvañ Díez on September 10, 2026, is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10454, dated September 18, 2026, within section III of administrative acts, with the official reference DOGV-C-2026-29283. The program has an estimated maximum global amount of 1,700,000 euros.
The call implements the regulatory bases approved by the Resolution of June 16, 2026, of the First Vice-Presidency and Department of Housing, Employment, Youth and Equality (DOGV 10390, of June 23, 2026). The summary of the call, published with the reference DOGV-C-2026-29338, appears in the National Subsidies Database with the identifier 929435. Funding comes from chapter 4 of the budgetary subprogram 322C01, subsidy line S0267, with funds from the State Public Employment Service.
Amount and modules of the aid
The subsidies are granted and justified through the module system provided for in articles 76 to 79 of the Regulations of the General Law on Subsidies, approved by Royal Decree 887/2006, of July 21. The applicable module is 1,440 euros per year for each worker with the type and degree of disability indicated in article 3.1 of Royal Decree 469/2006, of April 21, hired on an indefinite basis or through a temporary contract with a duration equal to or greater than six months and on a full-time basis.
The aid is exclusively intended to finance salary and Social Security costs derived from the indefinite hiring of personnel belonging to the support units, and is reduced proportionally according to the duration of the contract and the working hours in the case of part-time employment. Costs for personnel with fixed-discontinuous indefinite contracts are not eligible for subsidies, although persons with fixed-discontinuous contracts whose call-ups total at least 180 days within the eligible period are counted.
Beneficiaries and application deadline
Beneficiary entities may be CEEs registered in the registry of Special Employment Centers of the Valencian Community that carry out their activity in this territory and meet the requirements of the regulatory bases. Persons with disabilities who face greater difficulties in accessing the labor market and who were hired and registered with the CEE in January 2026 or on the date the support unit was established, provided this was prior to the publication of the call, shall be eligible for subsidies.
- Submission deadline: ten days from the day following the publication of the summary in the DOGV.
- Hours: from 09:00 hours on the first day until 23:59 hours on the last.
- Method: electronic office of the Generalitat or Labora website, using a qualified electronic certificate.
- Maximum period for resolution and notification: three months, with negative administrative silence.
Competition, advances, and justification
The procedure is based on competitive concurrence through pro-rating among the beneficiary entities if the budget proves insufficient. The allocation may be increased if the conditions of article 11.2 of Decree 77/2019, of June 7, are met, with the increase being conditional upon the declaration of credit availability published in the DOGV.
Payment may be issued under the advance payment regime for up to 80% of the granted subsidy, in accordance with article 47.4 of Law 4/2026, of July 22, on the Generalitat budgets for 2026, with Special Employment Centers (CEE) being exempt from providing guarantees. Supporting documentation must be submitted from February 1 to 15, 2027.
Control and compatibility
The territorial directorates of Labor and Labora will exercise control through visits to a percentage of entities not less than 10% and representing at least 10% of the granted amount. The grants are compatible with the internal market as they are governed by Regulation (EU) 651/2014, with case number SA 124067 communicated to the European Commission, and are incompatible with aid for the salary costs of people with disabilities in special employment centers.
The call arrives with an application period of only ten days and a budget that may be expanded, therefore interested CEEs must quickly prove the establishment of their support unit and the computable staff with disabilities. The impact falls directly on the maintenance of personal and social adjustment services that support the labor insertion of people with disabilities in the Comunitat Valenciana.
