La Victoria abre a alegaciones su Plan Municipal contra el Cambio Climático

The City Council of La Victoria (Córdoba) has submitted its Municipal Plan against Climate Change for public review, initially approved by a Plenary agreement on June 30, 2026. The announcement is signed by the mayor-president, José Abad Pino, and is published in the Official Gazette of the Province of Córdoba No. 200, dated October 15, 2026, with the official reference BOP-A-2026-3386. The procedure opens a period of thirty business days for any interested party to examine the document and submit any claims they deem appropriate.

The procedure complies with Article 15 of Law 8/2018, of October 8, on measures against climate change and for the transition towards a new energy model in Andalusia, a regulation that requires Andalusian municipalities to establish a climate planning instrument and subject it to public exhibition before its final approval. The file is available to interested parties both in the municipal offices and on the City Council’s electronic headquarters, at the address https://sede.eprinsa.es/victoria/tablon-de-edictos.

Thirty business days to file objections

The public information period is calculated from the day following the insertion of the announcement in the Official Gazette of the Province, that is, starting from October 16, 2026. During this period, the City Council of La Victoria will publish the full text of the Plan on its transparency portal in order to give a hearing to the affected citizens and collect any additional contributions that other persons or entities may formulate.

The specific aspects of the procedure are as follows:

  • Period: thirty business days from the day following the publication of the announcement in the Official Gazette of the Province.
  • Purpose: examination of the Municipal Plan against Climate Change and submission of claims, suggestions, and contributions.
  • Channels: municipal transparency portal, electronic headquarters, and City Council offices.
  • Effect of silence: if no claims or suggestions are submitted within the indicated period, the Plan will be considered definitively approved without the need for an express agreement by the Plenary.
  • Scope: the document will define the energy and environmental policy of the municipality.

Initial approval and effects of silence

The initial approval agreement was adopted in a plenary session on June 30, 2026, as stated in the announcement signed in La Victoria on October 5, 2026, and validated with the secure verification code E4F3 D5C2 F59E B2C8 52FC. The publication in the Official Gazette of the Province of Córdoba, in issue number 200 on page 14929, within section VI of Local Administration, is what formally activates the calculation of the period.

The particularity of the procedure is that final approval can occur automatically: if no allegations, claims, or suggestions are registered after thirty business days, the Plan will be approved without a new pronouncement from the Plenary. This mechanism, provided for in the initial approval agreement itself, reduces administrative formalities but concentrates the only opportunity for citizen intervention prior to the document’s entry into force within the public exhibition period.

Other Córdoba municipalities in the same process

The initiative of La Victoria joins a sequence of similar procedures processed this year in the province of Córdoba, all of them under the same regional framework:

  • Benamejí: initial approval by Plenary agreement on July 30, 2026, published in the Official Provincial Gazette No. 155, of August 12, 2026 (BOP-A-2026-2744), signed by the mayor-president Carmen Lara Estepa.
  • Puente Genil: initial approval by Plenary agreement on July 30, 2026, published in the Official Provincial Gazette No. 160, of August 19, 2026 (BOP-A-2026-2834), signed by the acting general secretary Inmaculada Berral Prieto.
  • Castro del Río: initial approval by Plenary agreement on September 24, 2026, published in the Official Provincial Gazette No. 191, of October 2, 2026 (BOP-A-2026-3265), signed by the mayor-president Julio José Criado Gámiz.

In all three cases, an identical period of thirty business days and the same automatic final approval clause in the absence of allegations are applied.

Impact for residents

The Municipal Plan against Climate Change is the instrument that will organize the energy and environmental policy of La Victoria in the coming years, meaning its content conditions municipal decisions on energy consumption, mobility, waste, or adaptation to climate effects. For residents, the period now open is the only formal window to influence the text before it is approved: it is sufficient to submit allegations or suggestions through the enabled channels within the deadline, as otherwise, the document will be understood as approved without additional plenary debate.
