The Plenary of the Vall de Boí City Council has made final the General Ordinance regulating public prices, the regulation that sets the rates for municipal services for residents and visitors. The text is published in full in the Official Gazette of the Province of Lleida no. 197, of October 15, 2026, with edict number 8510 and official reference BOP-2026_0_197_8510 (pp. 1-21). The ordinance will enter into force once its full text has been published in the gazette and the period provided for in article 65.2 of Law 7/1985 has elapsed.
The initial approval agreement was adopted in the plenary session of August 20, 2026, and was submitted for public information for thirty business days, with announcements in the BOP of Lleida no. 162, of August 25, 2026, and in the Official Gazette of the Generalitat de Catalunya no. 9739, of August 27, 2026, in addition to the electronic office and the municipal notice board. As no claims or suggestions were submitted, the agreement has become final in accordance with article 49 of Law 7/1985, article 178.1.c) of Legislative Decree 2/2003, and article 63 of Decree 179/1995.
A single framework for seven municipal services
The ordinance establishes a common framework for the setting, management, and collection of public prices and is structured into a general part of fifteen articles and seven tariff annexes. The regulated concepts are:
- Occasional transfer of municipal material and equipment to entities and companies.
- Charging of electric vehicles at municipal-owned points.
- Toilets and showers in the welcome area of the OutdoorPark, at Pla de l’Ermita.
- Collective transport of passengers with the municipal electric bus.
- Participation in the experiential path of Pla de l’Ermita via the ticket.
- Use of the Sant Martí municipal climbing wall, youth space, and gym, on Taüll Street.
- Outdoor municipal swimming pools of Barruera and Boí.
The Plenary reserves the approval of the ordinance and the creation of new concepts, while the setting and modification of specific rates are delegated to the Mayor’s Office. Plenary agreement is required for increases exceeding 20% relative to the current price and the establishment of general bonuses or exemptions.
Service rates
The annexes include the price tables, some of which stem from previous plenary agreements. The main rates are:
- Electric charging: 0.30 euros per kWh at semi-rapid points and 0.35 euros at rapid points, VAT included.
- OutdoorPark restrooms: 1 euro per use; hot water shower, 4 euros.
- Electric bus on the La Farga – Caldes de Boí – Pressa de Cavallers line: 3 euros general fare and 2.50 euros reduced; 2.50 euros per dog per trip.
- Experiential path ticket: 2 euros.
- Sant Martí climbing wall: 100 euros annual adult membership, 35 euros quarterly, 15 euros monthly, and 6 euros per day; children’s rates range from 45 euros annually to 4 euros per day.
- Barruera and Boí swimming pools: 5 euros adult entry, 3 euros for children and retirees, and memberships of 15 euros for registered adult residents and 40 euros for non-residents.
- Equipment rental: 15 euros per daily set of up to 25 folding chairs, 35 euros per 3 × 3 meter tent, and 90 euros for a complete sound system.
Free access, discounts, and management
Article 4 bis of the ordinance recognizes free access for people with a disability degree equal to or greater than 33% for access or personal use services, with subsequent reimbursement when payment is made via vending machine or automated POS. Children under three accompanied by an adult who pays for the ticket and assistance dogs are also free, in accordance with Law 19/2009.
Discounts for the climbing wall reach 10% for large families and registered residents, and 15% when both conditions are met. Management, settlement, and collection are the responsibility of the municipal economic services, under the direction of the Treasury and with oversight by the Comptroller’s Office. Rates will be updated annually according to the CPI published by the National Statistics Institute, effective from January 1st.
Processing and appeals
The annexes for electric charging, restrooms, bus, tickets, and the climbing wall derive from previous plenary agreements, processed as files 280/2026, 262/2026, 220/2026, 263/2026, and 330/2023, respectively; the one for swimming pools comes from file 377/2024, amended on June 19, 2025. The final provision of the text mentions June 18, 2026, as the date of initial approval, while the announcement of final approval indicates August 20, 2026.
Against the agreement, which ends the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Catalonia within a period of two months. The announcement is signed by the First Deputy Mayor, substituting for the Mayoress, by virtue of Mayoral Decree 2026-0232, dated October 5, 2026.
The ordinance provides stable legal coverage for services widely used during the tourist season and consolidates free access for people with disabilities, with a direct impact on the cost of access to pools, transport, and sports facilities for the residents of the valley.
