The University of Málaga puts out to tender the operation of its Assembly Hall for congresses
Por FactBox Admin

The University of Málaga has called for the bidding process for the public domain concession intended for the adaptation, management, administration, and operation of its Paraninfo as a cultural, performing arts, and congress space. The announcement, dated October 26, 2026, is published in the Official Gazette of the Junta de Andalucía (BOJA) no. 210, corresponding to Thursday, October 29, 2026, under the file reference CA.01/2026. The call opens the operation of a unique university facility in the city of Málaga to private operators.
The announcement appears in the Universities section of part 5.2, Other official announcements, of issue 210 of the gazette, which corresponds to Year XLVIII of the publication and closes with 8 pages of summary. It is a single-page text, text no. 14211, which is limited to formalizing the call for the bidding process and identifying its object and file number.
The publication arrives via official announcements and not via public tenders and awards: in this same issue, section 5.1 only contains an announcement from the Territorial Delegation of Tourism, Justice, Deregulation, and Local Administration in Almería regarding the rent review of a lease agreement.
A concession on university public domain
The chosen formula is the public domain concession (concesión demanial), the figure that enables the private use of public domain assets by a third party for a determined period and under conditions set by the owning administration. In this case, the object is not limited to the use of the property: the title of the call chains four different services.
- Adaptation: execution of the necessary works or interventions on the building.
- Management: organization and coordination of the space and its activity.
- Administration: maintenance and ordinary operation of the facility.
- Operation: economic exploitation of the Paraninfo as a cultural, performing arts, and congress space.
The perimeter of the contract is therefore defined in the statement of the announcement itself: the Paraninfo is tendered with a triple vocation of use—cultural, performing arts, and congress—which places the project in the realm of show programming, the holding of congresses, and the hospitality associated with both.
The weight of the facility in university activity
The Paraninfo is the most representative institutional space of the Málaga university, traditionally linked to academic and protocol acts. The call now transfers its ordinary operation to a concessionaire, who must assume the adaptation of the venue and its operation as a space open to cultural and congress activity.
File CA.01/2026 is identified from this first official publication, so that interested parties may reference the tender by its number in any subsequent procedure. The announcement does not detail the economic conditions table or the deadlines for submitting bids, which correspond to the procedure’s documentation.
A contract of interest for the events sector
The tender is of interest to a wide range of operators: technical production and sound companies, performing arts promoters, congress organization agencies, catering services, and managers of unique venues. The concession requires the capacity to undertake the adaptation of the building and, at the same time, to sustain a programming and room rental agenda.
The timing is significant: the publication occurs at the end of October, in the midst of planning for the congress season and the cultural programming for the following fiscal year, making the call an opportunity to position oneself in advance for a centrally located, publicly owned venue.
The announcement adds to the contractual activity that Andalusian universities publish in the BOJA, where calls for research personnel and selection processes from other universities in the Andalusian public system also appear on the same day.
The tender for the Paraninfo confirms the University of Málaga’s commitment to outsourcing the operation of an emblematic facility and opens the door to a management model in which the academic institution retains ownership and the concessionaire assumes the investment, operation, and commercial risk of a space called to compete in the local congress and entertainment market.
