The University of Cantabria appoints 30 career administrative civil servants

The University of Cantabria has formalized the appointment of 30 people as career civil servants in technical, management, administration, and services personnel (PTGAS) of the Administrative Scale, Subgroup C1, through the internal promotion system. The decision, adopted by Rector María Concepción López Fernández via Rectoral Resolution R.R. 1170/26, is published in the Official Gazette of Cantabria number 173, dated September 8, 2026, with reference CVE-2026-6956.
The process stems from the selective tests for entry into the Administrative Scale, convened by the Resolution of November 21, 2025 (BOC of November 28). The Rectorate has verified that the requirements demanded in the call’s rules have been met, based on the proposal presented by the Qualifying Board.
Regulatory Framework
The appointment is issued in exercise of the powers conferred upon the rector by Article 50 of Organic Law 2/2023, of March 22, on the University System, as well as Decree 26/2012, of May 10 (BOC of May 17), which approves the Statutes of the University of Cantabria. The resolution, signed in Santander on August 31, 2026, exhausts the administrative route.
Appointed Persons
The annex of the resolution lists the 30 applicants who have passed the selection process, all of whom are assigned to the province of Cantabria. Among them, two opt for the reserve quota provided for in rule 1.2 of the call:

The remaining appointed persons include, among others, Rubén Recio Sierra, Gloria Magaldi Fernández, Belén Velasco Rubio, Lorena Saiz Gutiérrez, Pilar Rosalina del Riego San Juan, María Belén Sáez Díaz, María Asunción Díaz Suárez, Ana María Riaño Vázquez, Asunción Gutiérrez San José, Noemí Gómez Pereda, Mercedes Puente Zatón, Vicente López Güemes, Rosa Isabel Seijas Riesco, María Teresa Díaz San Julián, Borja Martín Sánchez, Inés María Ardanza Larizgoitia, María del Rocío Luque Jiménez, José María Blanco García, María del Carmen Sainz Vega, María José Elices Zabala, Pablo Arredondo López, Natalia Díez Pérez, Federico Jesús García Salas, Alejandro Sainz Zorrilla, Ana Martínez Mazón, Fernando Gutiérrez Altónaga, Carlos Lobo Cartón, and Alejandra Medina Saiz.
Taking Office and Appeals
To acquire the status of career PTGAS civil servant, the interested parties must take an oath or promise in accordance with Royal Decree 707/1979, of April 5, and take possession of their post before the rector within one month from the day following the publication in the Official Gazette of Cantabria.
An optional appeal for reversal (recurso de reposición) may be filed against the resolution before the Rectorate within one month, or it may be challenged directly before the Contentious-Administrative Court of Santander through a contentious-administrative appeal within two months, both counted from the day following publication.
Relevance
With this appointment, the University of Cantabria consolidates its career administrative staff, providing stability to a group that gains access through internal promotion from positions within the institution itself. The incorporation of the 30 individuals, including the reserve of two positions, reinforces the university management structure and opens the way for the definitive filling of positions within the Administrative Scale.
