Por FactBox Admin

The University of Las Palmas de Gran Canaria (ULPGC) has appointed Julieta Cristina Schallenberg Rodríguez as University Professor (Catedrática) in the knowledge area of Chemical Engineering, assigned to the Department of Process Engineering. The decision was adopted by the Rectorate through the Resolution of October 8, 2026, published in the Official Gazette of the Canary Islands (BOC) no. 210, of October 21, 2026, in section II (Authorities and personnel), within the section for appointments from other public administrations.
The appointment concludes the access competition no. 26 for the provision of university teaching body positions, convened by the Resolution of February 13, 2026 (published in the BOE of 2.23.2026). The proposed individual has accredited the requirements of article 26 of Regulation 10/2024, which regulates the access competitions for positions in the university teaching bodies and permanent labor faculty of the ULPGC, approved by agreement of the University Governing Council on June 6, 2024, and published in the BOULPGC no. 10, of June 10, 2024.
The regulatory framework of the promotion
The resolution is issued in compliance with article 35 of Royal Decree 678/2023, of July 18 (BOE of 9.6.2023), which regulates the state accreditation for access to university teaching bodies and the regime of access competitions for positions in said bodies. The text notes that the proposal corresponds to the commission tasked with judging the competition and that the terms of the call have been met, particularly term 12.1.
The appointment entails the right to the corresponding emoluments according to current provisions. The document is signed by the Rector, by delegation contained in the Resolution of 7.30.2026 (BOC no. 161, of 8.12.2026), and materially by the Vice-Rector for Faculty, Planning, and Academic Organization, María Belén López Brito.
Deadlines for taking office and appeals process
The resolution details the conditions and deadlines surrounding the appointment:
- The appointment will take full effect from the corresponding taking of office.
- The taking of office must take place within a maximum period of 20 days counting from the day following the publication of the resolution in the Official State Gazette (BOE).
- A contentious-administrative appeal may be filed before the contentious-administrative jurisdiction within two months from the day following said publication.
- Without prejudice to the above, a request for reversal (recurso de reposición) may be filed within one month from the day following the same publication.
- The resolution is final in the administrative channel.
A career with responsibility in the Canarian Government
The same issue of the bulletin allows for the placement of the new professor within the structure of the Government of the Canary Islands: Julieta Cristina Schallenberg Rodríguez appears as Vice-Minister of Ecological Transition, Fight against Climate Change and Energy, a position under which she signs resolutions from that department dated October 5, 2026, and published in this same issue of the BOC. The promotion to the highest level of the university teaching body thus occurs while she maintains that regional responsibility regarding energy and climate change.
The position is assigned to the Department of Process Engineering, a structure that concentrates teaching and research in unit operations, applied thermodynamics, and process technology, areas directly connected to the Chemical Engineering profile.
Impact
The appointment consolidates a chair in Chemical Engineering at the Canarian public university, an area with direct weight in the training of engineers for the industrial, energy, and water treatment fabric of the archipelago. The incorporation of a profile with experience in environmental and energy administration reinforces the connection between university research and the ecological transition policies being designed in the islands, and closes a selection process opened in February 2026.
