UCLM appoints career civil servants in two Special Administration scales

The University of Castilla-La Mancha (UCLM) has appointed as career civil servants in two Special Administration scales the candidates who passed the selective tests convened in December 2025. The decision is formalized through the Resolution of 09/24/2026, from the UCLM Rectorate, published in the Official Gazette of Castilla-La Mancha (DOCM) no. 190, of October 2, 2026, with official reference 2026/7007. The appointments affect two people and carry the obligation to take office within one month.

The resolution, signed in Ciudad Real on September 24, 2026, by the rector José Julián Garde López-Brea, is issued upon the proposal of the qualifying tribunals of the selective tests for entry, via the general open access system, into the Special Administration Scales: Laboratory, Auxiliary Technician, Mechanical specialty, and Laboratory, Trade Personnel, Information Technology and Systems specialty. The processes were convened by Resolution of 12/04/2025, published in the DOCM of 12/10/2025 and in the Official State Gazette of 12/23/2025.

The invoked regulatory framework consists of the Statutes of the University of Castilla-La Mancha, published by Resolution of November 18, 2015, of the General Directorate of Universities, Research and Innovation of the Ministry of Education, Culture and Sports (DOCM no. 230, of November 24). The resolution also verifies the fulfillment of the requirements demanded in the call guidelines before formalizing the appointments.

Two appointments at the Ciudad Real Campus

The annex of the resolution lists the successful candidates, ordered according to the final score obtained, indicating the scale, the destination, and the code of the job position list (RPT):

• Miguel Ángel Romero Tercero: Laboratory Scale, Auxiliary Technician, Mechanical specialty; destination A054209/11/6/1, Technician III of Research Centers, INEI, Ciudad Real Campus.
• Daniel Sosa Iglesias: Laboratory Scale, Trade Personnel, Information Technology and Systems specialty; destination A0532/12/2/5, Laboratory Technical Officer, Ciudad Real Campus.

Both appear in the first position of their respective scale, according to the score achieved in the selective process.

One-month deadline to take office

The second section of the resolution establishes that the taking of office must be carried out before the Administrative Management Units of the destination Campus within one month, counted from the day following the publication of the resolution in the DOCM.

The third section recalls the incompatibility obligations: in accordance with Article 13 of Royal Decree 598/1985, of April 30, and Article 10 of Law 53/1984, of December 26**, on incompatibilities of personnel in the service of Public Administrations, the appointed personnel must make the corresponding declaration or present the option or request for compatibility.

Job banks of the same selection process

On the same date, the DOCM publishes the Resolution of 09/24/2026 of the UCLM by which the composition of the job banks for these scales is announced, with official reference 2026/7008. Its effects begin the day following its publication and render the previous bank of each scale void.

The publication complies with base 8 of the call and the Regulations for the constitution and management of job banks for technical, management and administration, and services personnel of the UCLM (Resolution of 11/05/2025, DOCM of 11/18/2025), with the order of precedence of Article 7.1. Among the candidates who passed all exercises without obtaining a position, Francisco Javier Sobrino Bolaños (70.765 points), Florin Codrescu (70.355), and Francisco Tomás García Munguía (52.125) stand out across several campuses.

Impact on the university staff

The appointments consolidate two positions of the Special Administration Scales at the Ciudad Real Campus and close the selection process initiated in December 2025, with direct effects on the UCLM staff. For the successful applicants, the one-month period marks the start of the count to join their destinations; for the remaining participants, the banks published on the same day order future calls in each campus.
